Bringing the North-South Expressway project through Ha Tinh to the "finish line" on schedule

Many sections of the Ham Nghi - Vung Ang expressway have been basically completed and can be opened to traffic on April 30.

The North-South Eastern Expressway Project, phase 2021-2025, passing through Ha Tinh has 3 component projects: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang and Vung Ang - Bung with a total length of 102.38 km. In addition, the province also has parallel roads connecting the expressway (Ngo Quyen Road - Provincial Road 550, Provincial Road 550 - Ham Nghi extension and Cam Quan Road - National Highway 1) with a length of 12.18 km.

To serve the implementation of the North-South Expressway project, Ha Tinh needs to reclaim 912 hectares of land of all kinds with nearly 9,500 affected households, excavate more than 1,000 graves, build 26 resettlement areas, 4 cemeteries, relocate many other works and technical infrastructure, including the high-voltage power grid system.

Although the process of implementing site clearance (GPMB) encountered many difficulties when the land area to be recovered was large, complicated, related to the interests of thousands of households while the deadline given by the Government, the Ministry of Transport, now the Ministry of Construction , was urgent, Ha Tinh with good, creative and effective ways of doing things has gradually resolved the obstacles to promptly hand over the site to investors and contractors for construction implementation.

Up to now, Ha Tinh has handed over 99.98% of the land, contributing to ensuring progress of the North-South expressway project through the area.

According to Deputy Director of the Department of Construction Le Anh Son, right from the first days of implementing the site clearance work, the Provincial Party Committee and the Provincial People's Committee requested units and localities to consider this an important task, requiring high concentration for the project to be implemented smoothly. With the mobilization of the entire political system, active support from central ministries, branches, investors, contractors and consensus and sharing from the people, especially households within the scope of the project site clearance, Ha Tinh has handed over over 80% of the site, contributing to the national key project starting construction on schedule (January 1, 2023).

The resettlement area of the North-South expressway project in the old Trung Loc commune, now Dong Loc town, Can Loc district, now has many households building houses.

After that, in order for the project to be implemented smoothly and smoothly, units and localities in Ha Tinh continued to focus on site clearance work with the goal of soon handing over 100% to the investor. In the process of implementing policies and regulations on compensation, support and resettlement of the North-South expressway project in Ha Tinh, many difficulties arose.

However, with the great efforts and determination of the entire political system, up to now, Ha Tinh has handed over 99.98% of the North-South expressway site, of which the localities: Duc Tho, Can Loc, Thach Ha, Cam Xuyen, Ky Anh and Ky Anh town have completed 100%; Ha Tinh city alone has reached 96.85%.

The province has also completed the handover of land for two rest stops on the Dien Chau - Bai Vot expressway in Yen Ho commune, Duc Tho district with an area of 5 hectares and the Ham Nghi - Vung Ang expressway in Cam Hung commune, Cam Xuyen district with an area of 10 hectares.

The relocation of works and technical infrastructure has been basically completed, including the high-voltage power grid system - which is very complicated in terms of time, procedures and involving many units in the Central Government.

Many households in Ha Tinh have proactively received compensation and given up land for the North-South expressway project to be implemented smoothly.

The early availability of a clean site contributes to ensuring the progress of the 3 component projects of the North-South Expressway through Ha Tinh, in which the 2 sections of the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang expressways are expected to be opened to traffic on April 30, while the Vung Ang - Bung expressway strives to be opened to traffic on September 30.

During the inspections of the progress of the North-South Expressway project, the Prime Minister, Deputy Prime Minister, and Minister of Transport (now the Ministry of Construction) all acknowledged and commended Ha Tinh's efforts and determination in carrying out site clearance work when it was always in the "top" of localities with a high rate of site handover. This is one of the two factors (along with the source of construction materials) that helped the construction process go smoothly.

According to research, the North-South expressway project site through Ha Tinh is currently stuck in 3 locations on 2 parallel routes connecting the expressway (Ngo Quyen route - Provincial Road 550 and Provincial Road 550 - Ham Nghi extension) through Ha Tinh City.

Specifically, on these two routes there are still some graves in Thach Dai commune cemetery; 2 plots of land of 1 household and land of a coal enterprise, which have not been handed over.

Ngo Quyen Street - Provincial Road 550 is the route connecting Ha Tinh City with the North - South Expressway, under construction.

Vice Chairman of Ha Tinh City People's Committee Le Quang Duc said: For the graves in Thach Dai cemetery, the family is in the process of exhuming them; for the 2 plots of land of the households, the locality is waiting for the capital for the highway land acquisition in 2025 to proceed with payment. The city is also working with the coal company to proceed with the payment of compensation for land acquisition.

According to Mr. Le Quang Duc, in order to soon complete the site clearance work for the North-South Expressway project as directed by the province, Ha Tinh City is focusing on the final tasks so that it can be handed over to the investor and contractor for smooth construction.
