The 2025 "Skilled Civil Affairs" competition at the military level in the Southern region, with the participation of 16 teams from agencies and units under the Central Military Commission and the Ministry of National Defense. Assessing the overall results of the competition, Major General Be Hai Trieu, Director of the Civil Affairs Department (General Department of Politics of the Vietnam People's Army) affirmed: "The competition is diverse in content, rich in expression, bearing the cultural imprint of the regions, especially the Southern culture. Based on the experience gained from the Northern region competition, the Southern region competition was carefully and closely prepared and achieved better results.

The participating teams prepared carefully and seriously; invested in building a thorough script and elaborate staging. The members of the competing teams made great efforts, overcame difficulties, solved professional tasks, and actively practiced, taking advantage of their days off and breaks to practice the content of the competition with the highest confidence, courage and determination. The Organizing Committee and the Jury promoted their responsible roles well, worked actively, impartially, and objectively, accurately assessed the results of the competition; advised, proposed, and handled promptly and appropriately arising situations to ensure the successful completion of the competition plan."

The contest introduces typical models and good practices of the Coast Guard team.

Following the competition, we were impressed with the mass mobilization skills competition of the units. The content of introducing the unit and the stationed area in the form of dramatization was performed by the teams vividly, creatively, richly, combining smoothly and harmoniously the content with the art form, rich in Vietnamese cultural identity. For example, the Military Zone 5 and Border Guard Teams used folk songs of Inter-Zone 5 in typical genres such as: Ho hat bai choi, hat ly, cac ho, dieu ly... to highlight the achievements of mass mobilization work, associated with the traditional history and unique characteristics of the locality where the unit was stationed.

For the competition to introduce typical models, good, practical and effective ways of doing things, most of the teams built them into skits, short plays or applied diverse and rich propaganda methods, elaborately staged, conveying the content and implementation methods. A typical example is the short play "The fulcrum in the middle of the sea" by the Navy team. Through this short play, many emotions and deep impressions were left on the audience, with typical mass mobilization models, such as: "The Vietnamese Navy is a fulcrum for fishermen to go out to sea and stick to the sea", "The Navy accepts to sponsor fishermen's children". This is an outstanding initiative, demonstrating the close connection between the navy and fishermen in 28 coastal provinces and cities, helping people feel secure in going out to sea and sticking to the sea, contributing to protecting the sovereignty of the sea and islands of the Fatherland. The Border Guard Team took viewers to the land border, with models: "Shelter for the poor in the border and island areas", "Breeding cows to help the poor in the border areas", "Spring on the border warms the hearts of the villagers", "Helping children go to school - Adopted children of the border station"... through the skit "People who light the fire on the border".

In the content of writing an optional topic on mass mobilization work, most of the exam papers are beautifully presented, properly presented; with careful research, tight and scientific layout. Many topics present typical models, good practices, specific, clear, vivid, suitable illustrations; draw valuable experiences and lessons and propose practical issues such as the teams of Military Region 5 and Military Region 7.

In handling civil affairs situations, the teams basically correctly assess and evaluate the situation, propose appropriate handling steps, in accordance with principles, regulations, procedures, and methods appropriate to civil affairs work at the grassroots level; and closely apply the practical connections of agencies and units. Typical examples include: Navy Team, General Department of Logistics and Engineering, and Army Corps 34.

Delighted with the excellent results, the Military Region 5 team was awarded a flag and 3 certificates of merit for the competitions by the General Department of Politics. Colonel Nguyen Thanh Xuan, Deputy Chief of Political Affairs of Military Region 5, shared: "The competition is a valuable opportunity for the unit to exchange and learn experiences to continue to improve the leadership, direction and organization capacity of implementing mass mobilization work of Party committees, commanders and political agencies at all levels; improve knowledge and skills in conducting mass mobilization work for specialized cadres in particular and cadres and soldiers in the Military Region in general".

The 2025 Military-level "Skilled Mass Mobilization" Competition in the Southern region was a great success. With the results and knowledge and experience gained at the competition, the "Skilled Mass Mobilization" emulation movement and the building of "Good Mass Mobilization Units" will be raised to a new level, continuing to affirm that the Army's mass mobilization work is a bright spot in the Party's mass mobilization work.
