On June 7, the leader of the Department of Natural Resources and Environment of Lam Dong province said that he had just issued a decision to establish an inspection team to inspect the implementation of regulations on administrative procedures for the issuance of Land Use Right Certificates (LURCs), house ownership rights and other assets attached to land of households and individuals under the authority of the Branches of the Land Registration Office (LRO) of districts and cities to receive and process records from the beginning of 2020 to the end of 2022.

Accordingly, the inspected units include the Lam Dong Provincial Land Registration Office, the Branches of the Land Registration Offices of the districts, Da Lat City, Bao Loc City and some related parties such as the Urban Management Department of Da Lat City, Bao Loc City, and the Economic - Infrastructure Department of the districts. The inspection team consists of 6 members, led by Mr. Tran Viet Dung, Chief Inspector of the Department of Natural Resources and Environment. The inspection period is 30 days, starting from June 12, 2023.
The leader of Lam Dong Department of Natural Resources and Environment added that the purpose of this inspection is to assess the compliance with regulations on administrative procedures for granting land use right certificates, house ownership rights and assets attached to land of households and individuals (issuance, re-issuance, issuance due to land plot separation...) under the authority of the Branches of the Land Registration Offices of districts and cities receiving and processing dossiers sent to the Lam Dong Provincial Land Registration Office to submit to the Department of Natural Resources and Environment for signing of certificates.
The inspection team also has the task of checking the updating and correction of land records and the operation of land management database for the branches of the Land Registration Office of Da Lat City, Duc Trong District, Di Linh District and the Land Registration Office of Lam Dong Province.
Lam Dong Department of Natural Resources and Environment requires the inspection team as well as the inspected subjects to comply with the provisions of the Inspection Law, the Land Law and other relevant laws. During the inspection, the normal activities of the inspected subjects must not be obstructed. Lam Dong Provincial Land Registration Office, Branches of Land Registration Offices of districts, cities and related units are responsible for coordinating work, providing complete records and documents and complying with the requests of the inspection team according to the provisions of law.
In the period of 2020 - 2021 in Lam Dong, there was a rise in the situation of donating land for road construction and dividing plots for sale.
As Thanh Nien reported, in early November 2021, Lam Dong Provincial People's Committee issued a document regulating the conditions for dividing agricultural land plots in the area. Accordingly, the minimum area allowed to divide agricultural land plots is 500m2 in urban areas and 1,000m2 in rural areas.
In March 2023, Lam Dong Provincial People's Committee continued to issue an official dispatch on handling difficulties and problems related to land division, land separation and real estate business in districts and cities. It requires localities to absolutely not allow the formation of illegal residential areas and real estate projects that are not in accordance with land use, construction and urban planning.
However, at the end of April 2023, the Department of Inspection of Legal Normative Documents, Ministry of Justice issued a document with comments, after which Lam Dong People's Committee issued a document terminating the validity of all documents previously issued by the Provincial People's Committee related to land division and consolidation in the whole province.
