Lam Dong reviews auctioned land fund to create capital for highway investment

Specifically, the Provincial People's Committee assigned the Department of Planning and Investment to continue to preside over and coordinate with the Department of Finance, Department of Natural Resources and Environment, Department of Construction, People's Committees of districts, cities and relevant agencies and units to conduct inspections and reviews of land funds that can be auctioned to create investment capital to implement the projects to build the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressways in the period of 2024 - 2025.

The Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway construction project is considered an important part of the province's transport infrastructure development plan. Finding suitable land funds and conducting auctions to generate local budget revenue is a reasonable solution to have enough investment capital for these projects.

In addition to checking and reviewing land funds, the Provincial People's Committee also requested relevant agencies to study the provisions of the 2023 Land Law with the aim of proposing an auction of commercial and service land lease rights with one-time land rent collection for the entire lease term.

The Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway projects are in the process of completing documents and procedures according to regulations. The province is determined to start construction on these expressways this year.

The end point of Lien Khuong-Prenn highway is adjacent to Prenn pass.

The Tan Phu - Bao Loc Expressway project is 66.3 km long (10 km of which runs through Dong Nai province), with a total investment of VND 6,500 billion in phase 1. Of which, the Central Government has allocated VND 2,000 billion to support the province in site clearance and construction. Lam Dong province has committed to allocate VND 4,500 billion in capital for the period 2022 - 2025 (VND 1,500 billion in each phase each year).

As for the Bao Loc - Lien Khuong expressway project, 73.9km long, with a total investment of 12,000 billion VND, Lam Dong province committed to arranging 10,800 billion VND in counterpart funds, the rest is from investors. The province has sent a document requesting the Central Government to support 2,500 billion VND. With this project, Lam Dong will become the first province in the country to build an expressway from public-private partnership (PPP) capital.
