In the first 6 months of the year, the province's gross regional domestic product (GRDP) is estimated to increase by 8.84% over the same period in 2023, ranking 9th out of 63 provinces and cities; ranking 2nd out of 14 provinces in the Northern midlands and mountainous region.

Right from the first months of the year, the Provincial People's Committee has focused on directing and implementing the tasks assigned by the Government and the Prime Minister.

The Provincial People's Committee has agreed and implemented the Government's motto of action in 2024 "Discipline, responsibility, proactiveness, timelyness, accelerated creativity, sustainable efficiency", continuing to promote responsibility, determination, timeliness and close, synchronous and effective coordination in direction and administration with the spirit of "5 determinations", "5 guarantees", "5 promotion" according to the direction of the Government in Resolution No. 44/NQ-CP dated April 5, 2024.

The province directs the development and promulgation of Programs, plans, and documents to implement Resolutions, Action Programs, and Directives of the Government and the Prime Minister. Focusing on issues such as: main tasks and solutions for implementing the socio-economic development plan and state budget estimates, disbursing public investment capital, implementing national target programs, improving the business environment, enhancing competitiveness; regular meetings of the Government; promoting planning and land use plans at all levels; implementing the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025 with a vision to 2030; on digital transformation; on the arrangement of administrative units at district and commune levels; removing difficulties and obstacles in fire prevention and fighting, etc.

In the first 6 months of the year, with the spirit of determination and removing obstacles from the grassroots, the Provincial People's Committee organized 151 meetings and specialized meetings by field, organized inspection teams at the grassroots to remove difficulties and obstacles in directing and operating socio-economic development. Thanks to that, the socio-economic situation in the first 6 months has achieved impressive results.

Many targets compared to the targets set by the Resolution of the 17th Provincial Party Congress have exceeded the plan, such as the Gross Domestic Product in the province in the first 6 months of the year is estimated to increase by 8.84% over the same period in 2023, while the Resolution of the 17th Provincial Party Congress set a target of an average increase of 8%. The value of agricultural, forestry and fishery production reached VND 4,852.7 billion, an increase of 5.4% over the same period, while the Resolution of the 17th Provincial Party Congress increased by an average of 4%. The value of industrial production reached VND 11,587.5 billion, an increase of 19% over the same period, while the Resolution of the 17th Provincial Party Congress increased by an average of 14%. Total retail sales of goods and social services reached VND 18,931.6 billion, reaching 54.1% of the plan, up 8.4% over the same period in 2023, while the Resolution of the 17th Provincial Party Congress set a target of 8%.

Many targets have basically completed the 2024 plan, such as afforestation reaching 9,731.6 hectares, reaching 92.7% of the plan. The whole province attracted 1.86 million tourists, reaching 67.6% of the plan; total revenue from tourists was VND 2,271 billion, reaching 63.1% of the plan, up 2% over the same period in 2023. State budget revenue in the area is estimated at VND 1,930 billion, reaching 50% of the estimate. The urbanization rate is estimated to reach 25.5% by the end of June 2024 (the plan for 2024 is 26%).

The value of agricultural and forestry production in the first 6 months of 2024 increased by 5.4% over the same period in 2023.

Putting people and business satisfaction first

In public investment activities, Tuyen Quang province focuses on directing and guiding the development of the 2024 disbursement plan and committing to disburse according to the plan, along with urging the completion of investment procedures, organizing the selection of contractors and accelerating the progress of project implementation, and disbursing public investment capital right from the beginning of the year. The province promptly adjusted and supplemented the medium-term public investment plan for the period 2021 - 2025 and 2024. In particular, the Provincial People's Council promptly issued a Resolution on selecting 2 districts to pilot the decentralization mechanism in management and organization of implementation of national target programs for the period 2024 - 2025 and issued a decision to assign targets and tasks to Na Hang district and Son Duong district. Thanks to that, the progress of public investment capital disbursement has been accelerated, the disbursement rate of Tuyen Quang province is higher than the national average.

In 6 months, the province approved 20 investment policy adjustment dossiers, decided to approve 1 investor dossier, approved the investment policy and approved investors for 2 projects with a total amount of over 162 billion VND. Thereby, 6 new projects have come into operation, bringing the total number of projects in operation in the province to 284 projects.

The impressive growth figures above are due to the fact that in recent times, Tuyen Quang has drastically improved its investment and business environment, enhanced its provincial competitiveness, and become a reliable destination for domestic and foreign investors.

According to the announcement, in 2023, the Administrative Reform Index (Par Index) of Tuyen Quang province reached 88.46%, ranked 16/63 provinces and cities, up 3.12%, up 16 places compared to 2022. Of which, 3 component indexes ranked high compared to other provinces and cities; 6 component indexes increased in rank compared to 2022; 2 new initiatives and solutions in administrative reform work were recognized by the Ministry of Home Affairs.

People's satisfaction index with the service of state administrative agencies of Tuyen Quang province (Sipas) reached 82.83%, ranked 26th out of 63 provinces and cities, up 1.11% compared to 2022.

Assessing the results of the first 6 months of the year, at the meeting between the Standing Committee of the Provincial Party Committee with the Provincial People's Council Party Delegation, the Provincial People's Committee Party Committee and economic agencies in the second quarter of 2024, Chairman of the Provincial People's Committee Nguyen Van Son affirmed: This is a very impressive result, a bright spot in the context of many economic difficulties.

With the goal of achieving a growth rate of over 9% in 2024, Tuyen Quang has identified the last 6 months of 2024 as the time to accelerate, creating a premise for breakthrough and reaching the target for the socio-economic development plan in 2025. Therefore, the province will continue to synchronously and drastically apply specific, effective and efficient solutions, ensuring economic development closely linked with social security, completing the goals that the province has set for the year.
