(PLVN) - Today - December 31, speaking to clarify some contents related to the customs sector at the Conference to summarize the State financial and budget work in 2024 and deploy tasks in 2025, General Director of the General Department of Customs Nguyen Van Tho emphasized that Vietnam's trade balance of goods in 2024 is estimated to have a surplus of 23.75 billion USD. This is the highest import-export turnover ever.
Director General Nguyen Van Tho said that in 2024, the General Department of Customs has synchronously and drastically implemented practical solutions to facilitate trade, remove difficulties for businesses, and ensure customs management. The total value of Vietnam's import and export of goods in 2024 is estimated at 786.07 billion USD, an increase of 15.4% (equivalent to an increase of 105 billion USD) over the same period in 2023. Vietnam's trade balance of goods in 2024 is estimated to have a surplus of 23.75 billion USD. This is the highest import and export turnover ever.
To achieve the above results, the General Department of Customs has implemented many solutions to facilitate trade. In particular, it continues to closely coordinate with ministries and branches to improve the effectiveness of the National Single Window and the ASEAN Single Window. As of December 26, 2024, the National Single Window has 250 administrative procedures of 13 ministries and branches connected with more than 76,200 enterprises. Continue to expand non-ASEAN partners and types of documents exchanged through the ASEAN Single Window. Continue to be an active focal point advising the Ministry of Finance and the Government to promote reforms in specialized management and inspection of import and export goods.
At the same time, complete the system of legal documents on Customs in the direction of reforming, simplifying administrative procedures, facilitating trade; actively implementing the tasks assigned by the Government in the Pilot Project to deploy the smart border gate model in Lang Son. Implement export promotion solutions to increase the export of goods, especially agricultural products - Vietnam's strong commodity.
In addition to doing a good job in facilitating trade, the State budget collection work has also achieved positive results. In 2024, the General Department of Customs was assigned by the National Assembly to estimate the State budget revenue according to Resolution No. 104/2023/QH15 dated November 10, 2023, which is VND 375,000 billion. As a result, the total State budget revenue from import-export activities in 2024 is estimated at VND 426,000 billion, equal to 113.3% of the assigned estimate, up 15% over the same period in 2023.
Regarding the fight against smuggling and trade fraud, especially the prevention of illegal drug trafficking and transportation across the border, this work has also been effective, contributing to protecting national interests, sovereignty, and community security and safety.
Among them, there are many cases with large amounts of evidence, many subjects arrested, many large drug cases, especially cases following international crime lines, such as the HP524 project of the Hanoi Customs Department, which seized 179 kg of synthetic drug MDMA, the case of seizing 100 kg of crystal meth in March in Quang Tri, the case of smuggling nearly 1.6 tons of ivory in March in Hai Phong, etc.
The General Department of Customs has also promptly implemented the instructions and orientations on restructuring the apparatus of the Central Government, the Government, and the Ministry of Finance and reported to the Ministry of Finance in accordance with regulations; organized propaganda and dissemination so that cadres and civil servants in the sector understand the Party and State's policies on restructuring the apparatus; proactively developed an implementation plan to ensure implementation as soon as the competent authority approves the project.

Entering 2025, the world situation is forecast to continue to fluctuate, the workload is increasing. To successfully complete the assigned tasks, according to General Director Nguyen Van Tho, the General Department of Customs focuses on a number of key solutions:
Firstly , resolutely implement the arrangement and streamlining of the apparatus organization in accordance with the policies of the Party, the State, and the Ministry of Finance, build a professional and modern Customs force, meeting the requirements of customs modernization reform. Ensure that the new apparatus goes into operation immediately, without interrupting work, without affecting the normal activities of society and people.
Second , focus resources on reviewing, proposing and organizing the implementation of the development and completion of institutions, policies and laws related to customs work, specifically: 8 Laws, 61 Decrees, 15 Decisions of the Prime Minister, 83 ministerial-level documents and 373 professional procedures.
Third , focus resources on performing well the tasks and plans set for 2025, paying special attention to leadership, direction, and completing well the work of collecting state budget and the work of fighting against smuggling and trade fraud, focusing on the work of fighting against illegal buying, selling, and transporting of drugs across the border.
Fourth , focus on ensuring the stable operation of the VNACCS/VCIS system and satellite information technology systems, ensuring requirements for facilitating trade activities, shortening customs clearance time, and minimizing costs for businesses and people. At the same time, submit to the Ministry of Finance to accelerate the progress of building an information technology system to implement Digital Customs and Smart Customs.
Fifth , focus on completing the project of building the Customs headquarters at Long Thanh International Airport on schedule, ensuring quality. Along with that, prepare the organization and human resources to deploy the task as soon as Long Thanh International Airport comes into operation from the beginning of 2026.
