Speaking at the press conference for the first quarter of 2024 on the afternoon of April 8, Vice Chairman of the Quang Ngai Provincial People's Committee Tran Hoang Tuan said that the province is facing many difficulties, but the spirit of solidarity and high unity will be the fulcrum for the province to implement key tasks; especially the construction and disbursement of key infrastructure projects.
Notable projects include the Hoang Sa - Doc Soi road project with an investment capital of 3,500 billion VND; the Dung Quat - Sa Huynh coastal road with over 1,200 billion VND; the Tra Khuc 3 bridge with about 850 billion VND... According to statistics, these projects have a total investment capital of about 6,000 billion VND.
Quang Ngai province is implementing a series of large transport infrastructure projects with an investment capital of about 6,000 billion VND.
According to assessments, these are key transportation projects, creating momentum to promote local socio-economic development, improving people's lives... However, instead of entering the peak of construction, in the past few weeks, some projects at construction sites have shown signs of slowing down.
Mr. Tuan said that there are many reasons leading to the above situation, the province is focusing on overcoming the work of operation, management, and clearing capital sources... One of the major obstacles is that the revenue from land use fees in 2024 is forecast to have a huge shortfall of about over 1,000 billion VND.
It is known that in 2024, the central budget assigned to Quang Ngai to collect land use fees is 2,600 billion VND. Therefore, it is very difficult for projects to be approved for investment policies and to allocate capital from land use fees. Therefore, the Provincial People's Committee will report to the competent authority to allocate excess revenue in 2023 to compensate for the shortfall in land use fees in 2024 allocated to the projects.
Vice Chairman of Quang Ngai Provincial People's Committee Tran Hoang Tuan said the province will allocate enough capital for public investment projects in 2024.
The head of the Provincial Traffic Construction Investment Project Management Board has just been appointed by Quang Ngai, so the allocated funds will be signed for entry and payment to the contractor.
Vice Chairman of Quang Ngai Provincial People's Committee Tran Hoang Tuan said that the reorganization of the position of Director of the Management Board has been completed, the task now is for the leaders and related units to unite, unify and be determined to carry it out.
"More than ever, agencies and units must get to work, pull themselves together and join hands to overcome difficulties, complete infrastructure projects, especially key transport infrastructure projects, to bring the projects to the finish line.
"For local departments and branches in the province, it is necessary to uphold the spirit and responsibility, complete related tasks such as compensation, site clearance, material sources for construction projects... to ensure progress on the construction site and disbursement of capital as proposed by the province in 2024," Mr. Tuan emphasized.
Dung Quat - Sa Huynh coastal road project shows signs of slowing down.
On the same day, at the Dung Quat - Sa Huynh coastal road project phase 2a through Mo Duc district, reporters recorded many locations on the route still stuck with site clearance... Particularly in some sections with construction sites, contractors paved asphalt concrete. However, the construction pace is slow.
Similarly, the construction site of the Hoang Sa - Doc Soi road project, with an investment capital of 3,500 billion VND, is quite deserted as the construction teams have not yet been deployed simultaneously. Currently, the contractors have just arranged equipment to construct the 9 bridges on the route, the roadbed is still waiting because of land clearance problems.
According to leaders of Binh Son, Son Tinh districts and Quang Ngai city, the localities are currently making efforts to approve compensation plans and will soon hand over the site on the route for contractors to organize construction.
