Inspections focus on areas prone to violations

At the meeting, Standing member of the Secretariat Luong Cuong acknowledged the positive results that the Central Inspection Commission and Inspection Commissions at all levels have achieved in inspection and supervision work since the beginning of the 13th Party Congress term. These results have had a great effect in warning, alerting, deterring, preventing and stopping violations by Party organizations and Party members early and from afar. These results also enhance the responsibility of heads of Party committees, Party organizations and cadres and Party members; strengthen solidarity and unity within the Party. At the same time, they help Party committees and Party organizations to lead and direct more effectively the work of Party building and the implementation of political tasks of localities and units.

To complete the main tasks and solutions set out in the Resolution of the 13th National Party Congress and the Central Committee's resolutions on Party building and rectification; continue to implement the Politburo's Conclusion on the Party's Inspection and Supervision Strategy until 2030; prepare for Party Congresses at all levels towards the 14th National Party Congress, the Standing Secretariat proposed to continue to strongly innovate, improve the quality, effectiveness and efficiency of the Party's inspection, supervision and discipline work; proactively advise the Central Executive Committee, the Politburo and the Secretariat to lead, direct and organize the implementation of annual inspection and supervision tasks.

The Standing Secretariat also proposed to review, amend, supplement, and advise the Party on the development and completion of Party regulations on inspection and supervision work, ensuring scientific, strict, synchronous, and appropriate to the practical situation. Actively participate in the process of developing documents to be submitted to the 14th National Party Congress and the Subcommittees and Working Groups to prepare for the 14th National Party Congress. Focus on studying and summarizing the implementation of the Party Charter on inspection, supervision, and Party discipline work to serve the amendment and supplementation of the Party Charter.

Inspection Committees at all levels need to proactively, comprehensively, seriously and effectively carry out tasks as prescribed by the Party Charter, focusing on inspecting lower-level Party organizations and Party members when there are signs of violations with a more proactive spirit, greater determination and efforts, and more drastic actions, focusing on areas with complicated problems, "hot spots", areas and fields where violations are likely to arise, outstanding and lingering issues that cause social outrage.

The Standing Secretariat requested to seriously implement the Conclusions of the Central Steering Committee on preventing and combating corruption and negativity. In particular, focusing on inspecting and promptly and strictly handling party organizations and party members who have violated in cases and cases under the supervision and direction of the Steering Committee. In particular, thoroughly handling cases related to violations of AIC International Progress Joint Stock Company and AIC ecosystem, Van Thinh Phat Group, Phuc Son Group, Thuan An Group and newly arising cases.

Receiving opinions at the working session, Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission Tran Cam Tu emphasized: The Central Inspection Commission will continue to promote the achievements gained in recent years, overcome limitations and shortcomings. Actively advise the Central Executive Committee, the Politburo, and the Secretariat to lead, direct and organize the implementation of annual inspection and supervision tasks.

Coordinate and advise on the effective implementation of tasks assigned by the Sub-Committees and Working Groups serving the 14th Party Congress, especially personnel appraisal; research, review, and promptly advise the Central Executive Committee, the Politburo, and the Secretariat to amend, supplement, perfect, and promulgate regulations, statutes, and procedures on inspection, supervision, and discipline of the Party, ensuring strictness, scientificity, synchronization, unity, and response to reality.

Comprehensively and effectively carry out tasks according to the Party Charter and tasks assigned by the Party Committee; focusing on inspection when there are signs of violations, especially signs of degradation in political ideology, lifestyle ethics, "self-evolution", "self-transformation", violations of regulations on what Party members are not allowed to do and the responsibility to set an example, violations of Party principles and regulations, State laws, corruption, negativity and pressing incidents in society; incidents and cases under the supervision and direction of the Central Steering Committee on anti-corruption and negativity...

Information at the working session also showed that since the beginning of the 13th Party Congress term, the Party's inspection, supervision and discipline work has been regularly led, directed and implemented synchronously with high determination by the Central Executive Committee, the Politburo, the Secretariat, Party committees and organizations. The coordination between the Inspection Committees at all levels and relevant functional agencies has become increasingly close, ensuring consistency, unity, effectiveness and efficiency; the Party's inspection, supervision and discipline work has been increasingly improved.

In carrying out the tasks assigned by the Politburo, the Secretariat, and the Central Steering Committee on anti-corruption and anti-negativity, the Central Inspection Commission has proposed that the Central Executive Committee discipline 16 party members; proposed that the Politburo discipline 14 party members and 23 party organizations, including 26 members of the Party Central Committee and former members of the Party Central Committee.

Regarding the implementation of tasks according to the Party Charter, the Central Inspection Commission inspected 78 party organizations and 23 party members when there were signs of violations; through inspection, it proposed that the Central Executive Committee, the Politburo, and the Secretariat discipline 43 party organizations and 100 party members; discipline 156 party organizations and 371 party members according to their authority; and request lower-level party organizations to consider responsibilities and discipline 118 party organizations and 359 party members.

Inspecting the implementation of inspection, supervision and enforcement of party discipline, inspecting party finances for 82 party organizations; thematic supervision for 47 party organizations and 88 party members; considering and resolving denunciations according to procedures for 9 party members, 1 party organization, resolving party discipline complaints for 29 party members; inspecting and supervising the declaration of assets and income for 115 cadres under the management of the Politburo and Secretariat. Through inspection and supervision, the Central Inspection Commission has disciplined 161 party organizations and 417 party members in various forms.

The inspection focuses on the leadership, direction, and organization of the implementation of Party regulations and State policies and laws; compliance with Party organization and activities principles, working regulations; performance of assigned duties and tasks, and exemplary responsibilities; declaration of assets and income; management and use of land, resources, capital, and state assets; procurement of medical equipment and supplies for COVID-19 prevention and control; implementation of projects and bidding packages for procurement of assets and equipment carried out by the International Progress Joint Stock Company (AIC) and enterprises in the AIC "ecosystem"; violations related to FLC Group, Van Thinh Phat Group, etc.
