On the morning of December 29, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the Government Steering Committee on "summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", chaired the sixth meeting of the Steering Committee.
Also attending were Permanent Deputy Prime Minister Nguyen Hoa Binh; Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Bui Thanh Son and Ministers who are members of the Steering Committee.
At the meeting, the Steering Committee focused on reviewing the work of the Steering Committee; focusing on discussing the end of the tasks of the Government Party Committee and the establishment of the Government Party Committee directly under the Central Committee; ending the activities of the State Capital Management Committee at enterprises; reviewing the internal arrangement criteria of ministries, ministerial-level agencies, and agencies under the Government; the regime and policies for cadres, civil servants, and employees in the arrangement of the apparatus; the development of decrees regulating the functions, tasks, powers, and organizational structures of ministries, ministerial-level agencies, and agencies under the Government. Particularly, ministries, ministerial-level agencies, and agencies under the Government that are subject to consolidation will be completed after receiving comments from the Central Steering Committee.
According to the Steering Committee, the work of reorganizing the political system's apparatus has been urgently implemented by ministries, ministerial-level agencies, and government agencies, and the project has basically been completed. Accordingly, it is expected that the government's apparatus will be streamlined from 30 to 21 focal points, including 13 ministries, 4 ministerial-level agencies, and 4 government agencies.
Ministries, ministerial-level agencies, and government agencies also reorganized their internal apparatus; linked the reorganization with streamlining the payroll, restructuring, and improving the quality of the staff, civil servants, and public employees; basically meeting the requirements and targets. Accordingly, it is expected to reduce 12/13 General Departments and equivalents; 500 Departments and equivalents under ministries and general departments; 177 departments under ministries and agencies; and 190 public service units.
Ministries, ministerial-level agencies, and government agencies have submitted and solicited comments on the draft decree regulating functions, tasks, powers, and organizational structure. Meanwhile, 63 provinces and centrally-run cities have also organized and arranged their apparatus vertically in accordance with the Government's arrangement.
Concluding the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, acknowledged the spirit and high responsibility of the members of the Steering Committee, especially the Ministry of Home Affairs - the Standing Agency of the Steering Committee and the Government Office; requested to absorb the opinions and listen to the valid opinions of the agencies, and further complete the documents to report to the Central Steering Committee and the Politburo.
Prime Minister Pham Minh Chinh requested to continue reviewing, adjusting and supplementing according to the situation, on the principle that the apparatus must be streamlined, compact, strong, and operate effectively, efficiently and effectively; associated with streamlining and improving the quality of the civil servant and public employee team. In particular, the arrangement of the apparatus must reduce intermediaries and focal points, but must not overlap or omit functions, tasks and powers.
Regarding the merger of a number of ministries, ministerial-level agencies, and government agencies, the Prime Minister requested to continue studying and submitting suitable plans; in parallel with the arrangement of organizational structure and personnel, it is necessary to review and handle existing problems within these units.
For ministries, ministerial-level agencies, and government agencies with "ripe, clear, proven correct, and agreed upon by the majority" arrangement plans, complete the dossier to submit to the competent authority for decision.
The dossier submitted to the competent authority must clearly explain the legal documents related to the relevant contents. The Prime Minister directed to consider transferring some Committees with apparatus to the management ministries; continue to improve the regime and policies for cadres, civil servants and public employees in the process of restructuring the apparatus, especially there must be policies to encourage cadres to go to the grassroots.
Considering that reorganizing the apparatus is difficult, the Prime Minister requested the members of the Steering Committee to promote a sense of responsibility, focus on implementation, and ensure progress and quality according to the set requirements.
