On the afternoon of July 27, the Provincial People's Committee coordinated with the Ho Chi Minh National Academy of Politics to organize a workshop on "Continuing to innovate and reorganize the apparatus in the political system at district and commune levels in Thai Binh province; some current theoretical and practical issues". The workshop was chaired by Assoc. Prof. Dr. Duong Trung Y, Deputy Director of the Academy; Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.

In his opening speech, Comrade Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee affirmed: In recent years, the Provincial Party Committee, People's Council, and People's Committee of Thai Binh province have focused on leading, directing, implementing, and thoroughly disseminating to departments, branches, sectors, district and city People's Committees, and affiliated public service units to strictly implement tasks and solutions on streamlining the apparatus, reducing payroll, restructuring the staff, civil servants, and public employees; the work of managing, recruiting, and using cadres, civil servants, and public employees and has achieved some positive results. The province has completed the arrangement and consolidation of specialized agencies at the provincial and district levels and internal focal points in the direction of reducing focal points, minimizing intermediate levels, and reducing deputy levels. It has reduced 1 specialized agency under the Provincial People's Committee; reduced 13 departments and equivalent units under the department; reduced 3 departments and branches under the department; reduced 19 departments and branches under the department. 47 commune-level administrative units have been reorganized to establish 21 new commune-level administrative units, reducing 26 commune-level administrative units. The number of villages and residential groups reduced after the merger is 280 villages and residential groups, reaching a rate of 13.5%. Up to now, the whole province has reduced 229 public service units compared to 2015, reaching a rate of 21.7%. From 2015 to now, the province has reduced 7,185 staff, exceeding the target of streamlining staff compared to regulations (10%), contributing to improving the effectiveness and efficiency of agencies and organizations, reducing regular expenditures from the state budget.

He also emphasized a number of key tasks of the province in the coming time to continue effectively implementing Resolutions No. 18 and 19 of the Party Central Committee (12th tenure) on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently; continuing to innovate the organization and management system, improving the quality and efficiency of public service units.
At the workshop, delegates spent most of their time exchanging and discussing to clarify some of the results achieved in the work of innovating and rearranging the apparatus of public service units, state management agencies at district and commune levels in the province in recent times; pointing out lessons learned and some practical issues; and at the same time proposing many solutions to continue to effectively implement the innovation and rearrangement of the apparatus organization in the province's political system in the coming time.

Concluding the workshop, Associate Professor, Dr. Duong Trung Y, Deputy Director of the Academy, highly appreciated the results that Thai Binh province has achieved in the 5 years of implementing Resolutions No. 18 and 19 of the Party Central Committee (12th tenure); especially the lessons learned are not only of specific value but also of high universal value, and can be studied and applied in many places.
Regarding the current practical issues, he suggested that members of the Academy's working group coordinate with the provincial departments and branches to study and find solutions, on that basis, continue to effectively implement the innovation and reorganization of the apparatus in the province's political system in the coming time to ensure streamlining, effective and efficient operations.
