Ms. Nguyen Thanh Ha - Deputy Director of Binh Duong Department of Industry and Trade said that Binh Duong is an industrial development locality, the number of enterprises in the province is large. Besides large enterprises, the number of small and medium enterprises in the province is also quite large. To "nurture" and promote the development of this force, support from State policies is needed.
Ms. Nguyen Thanh Ha also said that since the re-establishment of Binh Duong province, the Department of Industry and Trade has advised the Provincial People's Committee to issue many policies to encourage and develop small and medium enterprises, including industrial promotion. Accordingly, many programs and projects have brought about practical effects such as vocational training, preserving traditional crafts, connecting trade, and improving machinery and equipment.

“ Since 2012, when Decree No. 45/2012/ND-CP of the Government on Industrial Promotion was implemented, the total support budget from industrial promotion for small and medium enterprises in the province is about 35 billion VND ,” said Ms. Nguyen Thanh Ha. At the same time, she said that compared to many other support policies, industrial promotion is quite easy to access, helping enterprises to benefit easily, creating quick and direct efficiency in production and business.
Although the effectiveness of industrial promotion in Binh Duong province has been proven, it is still pointed out that there are some limitations. In particular, some rural industrial establishments have not yet grasped and fully utilized the opportunities from industrial promotion policies because information has not been widely communicated, establishments mainly focus on production and business, and the fear of having relations with state agencies and being afraid of completing procedures to receive support is still common.
Production establishments in Binh Duong, especially small and micro enterprises, still face difficulties in building brands, packaging, and product designs. This reduces the competitiveness of products in the international market. On the other hand, Binh Duong stipulates that each rural industrial establishment can only benefit from the industrial promotion policy once, so it cannot implement pilot projects, losing the spread and significance of industrial promotion activities in building strong, typical brands developed from the support of industrial promotion policies.
At the same time, the human resources performing industrial promotion tasks are unstable: The staff in charge of industrial promotion changes frequently, greatly affecting the implementation of policies. Specifically, the staff in charge of reviewing and approving projects changes, has not received professional training, and has low understanding of policies, affecting the work of advising the project review council, thereby causing difficulties and prolonging the impact on the legitimate interests of the beneficiary units.
Another outstanding difficulty, according to Ms. Nguyen Thanh Ha, the Provincial People's Committee is assigning the Department of Industry and Trade to advise on the relocation of production facilities that do not meet environmental regulations to industrial zones and clusters. The locality hopes that the industrial promotion policy will provide additional support for this item.
The national industrial promotion provides maximum support for the content of supporting the application of machinery and equipment into production, up to 300 million VND/project. Binh Duong's industrial promotion is currently implementing this level of support. It is recommended that the local Department of Industry and Trade increase the support level for this important content to make it more attractive for small and medium enterprises to participate.
In addition, Binh Duong has 2 national intangible cultural heritages, including: Tuong Binh Hiep lacquer craft, Binh Duong pottery craft. We are forming a lacquer village in Binh Duong city, currently the remaining production facilities are mostly small and medium scale, this profession is at risk of fading away. However, according to regulations, production facilities in wards of type 1 cities that have been converted from communes to wards for more than 5 years are no longer supported by industrial promotion policies. The locality wishes to have specific industrial promotion policies for these craft villages.
In addition, the leaders of Binh Duong Department of Industry and Trade also requested the Department of Industry and Trade to introduce good industrial promotion programs and models for localities to visit and learn from to further promote the effectiveness of industrial promotion work.
The local Department of Industry and Trade also needs to have clear regulations on controversial issues, specifically: Number of times of support for rural industrial establishments, basis for regulations on the content of industries that benefit from industrial promotion policies, basis for determining the value of machinery and equipment for support (quotation, contract or valuation certificate...), other relevant regulations.
Regarding solutions to complete the industrial promotion plan in 2024, it is known that in the coming time, Binh Duong will strengthen coordination between management agencies, local authorities and enterprises in implementing industrial promotion projects, thereby supporting rural industrial establishments in a timely and effective manner.
Prioritize supporting innovative products that use local raw materials and have the potential to become national products. At the same time, support connecting products with major distribution channels and e-commerce platforms.
