This Decision stipulates the price framework of the average retail electricity price as prescribed in the Electricity Law No. 61/2024 of the National Assembly; applicable to agencies, organizations and individuals participating in electricity activities and using electricity.

Accordingly, the price range of the average retail electricity price (excluding value added tax) is specifically applied: the minimum average retail electricity price is 1,826.22 VND/kWh; the maximum average retail electricity price is 2,444.09 VND/kWh.

When there are major fluctuations in the parameters for calculating the price frame, electricity production and business costs and the requirement to allocate costs not included in the average retail electricity price, the Ministry of Industry and Trade is responsible for calculating and adjusting the price frame of the average retail electricity price, and submitting it to the Prime Minister for consideration and decision.

Thus, since the decision was issued in February 2023, the average retail electricity price framework has not changed, keeping the minimum price and maximum price as above, although from the beginning of 2023 until now, EVN has adjusted electricity prices three times, with increases of 3%, 4.5% and 4.8%.

Most recently, on October 11, 2024, Vietnam Electricity Group (EVN) adjusted the average retail electricity price to VND 2,103.1159/kWh (excluding value added tax). With a 6-level retail electricity price structure, the lowest electricity price is VND 1,893/kWh and the highest price is VND 3,302/kWh.

In 2024, the Ministry of Industry and Trade announced the results of the inspection of EVN's electricity production and business costs. The total cost of electricity production and business in 2023 was VND 528,604.24 billion. The cost of electricity production and business in 2023 was VND 2,088.90/kWh, an increase of 2.79% compared to 2022.

Including electricity production and business costs of power generation, power transmission, electricity distribution - retail and industry support - management, increased by VND 35,338.94 billion (equivalent to an increase of 7.16%).

Revenue from commercial electricity sales in 2023 is VND 494,359.28 billion, an increase of 8.18% compared to 2022. The average commercial electricity selling price is VND 1,953.57/kWh, an increase of 3.76% compared to 2022.
