DNO - On November 23, Vice Chairman of the People's Committee of Da Nang City Tran Chi Cuong chaired a workshop to consult experts, scientists, managers, investors, businesses... on the draft Project to establish the Da Nang Free Trade Zone.

Speaking at the workshop, Vice Chairman of the City People's Committee Tran Chi Cuong said that Da Nang is focusing on coordinating with central ministries and branches to promptly implement the specific mechanisms and policies assigned by the central government and the National Assembly, including Da Nang's pilot implementation of the Free Trade Zone model. This will create a concentrated economic zone, combined with logistics, which will be the driving force for Da Nang to strongly rise to become the economic center of the region.
According to the city leaders, in order to complete the Project to establish the Da Nang Free Trade Zone and submit it to the Prime Minister, it is necessary to clearly define the model of the free trade zone with plans to develop functional areas, industries and fields in the Da Nang Free Trade Zone; how to manage and operate the Da Nang Free Trade Zone; solutions to attract investors and preferential mechanisms and policies to attract investors, especially attracting strategic investors; solutions to organize and effectively implement the project to create a premise for Da Nang to rise in the coming time.

Vice Chairman of the City People's Committee Tran Chi Cuong also expressed that, along with Resolution No. 136/2024/QH15 of the National Assembly, the Politburo also issued Conclusion No. 79-KL/TW on continuing to implement Resolution 43-NQ/TW on building and developing Da Nang city to 2030, with a vision to 2045, with new orientations and policies.
Next, the Politburo also issued Conclusion No. 77-KL/TW on the Project "Plan to remove difficulties and obstacles related to projects and land in the conclusions of inspections, examinations, and judgments in some provinces and cities", to help Da Nang remove difficulties of projects and land. The National Assembly is also discussing and is expected to soon pass a resolution on a specific mechanism for Da Nang in particular and provinces and cities in general to remove difficulties and obstacles from the conclusions of judgments, inspections, and examinations.
“With such policies, obstacles will be removed to unlock land resources from about 1,330 projects and land plots. This will be a huge resource for promoting Da Nang’s development. In addition, the Politburo has just approved Da Nang and Ho Chi Minh City to pilot the model of financial centers. With such policies and orientations, it is possible to create a big “push” for the development of not only Da Nang, but also the whole country,” Vice Chairman of the City People’s Committee Tran Chi Cuong expected.

Dr. Tran Du Lich, member of the National Monetary Policy Advisory Council, pointed out 8 points to note for the implementation and operation of the Da Nang Free Trade Zone. That is, customs procedures need to be extremely simple, shorten the processing time of all tasks and modernize and make everything smart; in addition to import and export taxes, there should be more tax and fee incentives and other support, especially for strategic investors inside; service infrastructure must be modern, facilitating production and business and must be more modern than any other zone outside to have an advantage.
Next, manufacturers and enterprises in the free trade zone can make the most of raw materials, manufacturing, assembling... according to market demand; create a more attractive investment environment than outside to attract businesses very strongly into the free trade zone; develop supporting and re-export industries and create conditions for businesses to participate in the global supply chain at all stages with a modern logistics service system.
The construction of a free trade zone must take advantage of Da Nang's strategic location, a regional logistics and transportation center, especially the construction of a modern seaport; strongly promote innovation among businesses in the free trade zone, encourage R&D businesses and support research.

Dr. Nguyen Dinh Cung, former Director of the Central Institute for Economic Management, said that the construction of the Da Nang Free Trade Zone is a way to implement industry planning and other plans, so it is necessary to closely follow the planning, but do not be too specific, but state it in a flexible direction and create a framework for investors to choose to invest.
It is necessary to build hard infrastructure of roads, seaports, railways, electricity, water supply, telecommunications, environment... as soon as possible to attract strategic investors, especially investment in building Lien Chieu Seaport and urgently build roads, of which 36km of road must be built.

Director of the Department of Industry and Trade Le Thi Kim Phuong said that the model of complex free trade zones mentioned in the draft project is approaching successful models such as the Jebel Ali Free Trade Zone in Dubai (UAE), Shanghai and Hainan (China)... These free trade zones are complex with many functions such as: production, logistics, trade and services.
