The leader of the Ministry of Public Security said that in reality, the number of people "left behind" could be up to millions of people, because they are never counted because they do not have ID cards, household registration, and no one to manage them.

The police commander shared: "This is a very sad number. In remote areas, there are people who have never left their villages or hamlets, mainly the disadvantaged, the elderly who have no place to rely on, are sick, have no need to connect with society, and have never had their photo taken. There is a 70-year-old man who has never had his ID photo taken and is very emotional. They said that in the future, if something happens, this will be their memorial photo."

Even in Hanoi and Ho Chi Minh City, there are hundreds of thousands of people who come here to live, from shoe shiners, street vendors, and hired laborers. "They also develop, have beautiful love, have families, and have children. But the children are born with the same fate as their parents, without a household registration, without papers, and cannot go to school because they do not have a birth certificate. When they grow up, they continue to shine shoes, and fall into a very difficult life," said Mr. To Lam.

According to him, several hundred thousand people like that in Hanoi and Ho Chi Minh City have been discovered through the Covid-19 pandemic, because they do not have a fixed place to live, even when they receive relief, they say they do not have a kitchen, work day by day, life is very difficult. This number is not small, isolated, every region has similar circumstances. Managing population data and issuing ID cards will help a large number of these vulnerable people.

Third is social management, with current electronic transactions, many people say they do not think that people and businesses are facilitated like that. In the past, one-stop shop was already very convenient, but now there is no door, because the management is at the root, people have legal status, clear identity. One-stop shop is now gradually becoming a thing of the past, because you can still do procedures with state agencies while sitting at home.

"The Ministry of Public Security has 245 administrative procedures that have all been done online, from passport issuance. Compared to the scene of people queuing up to apply for passports with a whole set of documents from the confirmation of the ward police in the past..., now it is very convenient," said the Minister of Public Security.

According to Minister To Lam, some people are deprived of some civil rights but still have identity cards, still have the right to own property, register as homeowners, landowners, car owners, etc. For example, people in prison who have been re-educated for a period of time still have the right to reside, their identity cards are still there. Or people under 14 years old can still be issued if they meet the conditions. Babies are given passports from birth, go abroad with their parents, and now they have an electronic identification institutionalized from their birth certificates.

"Previously, the birth certificate was the only document to prove boarding the plane, which led to many funny and sad stories such as borrowing birth certificates, declaring that birth certificates were lost to board the plane... Recently, working with the education sector has been extremely convenient for children to take the exam. We can provide the education sector with how many children are going to school in this commune this year, the number of boys and girls..., and take the initiative in data," said Minister To Lam.

Vietnamese people residing in Vietnam are granted identity cards.

For people of Vietnamese origin residing in Vietnam, they are recognized by society and have the right to conduct transactions, so they must have papers. They do not have nationality, passports, identification cards or identity cards. We issue identity cards to them. Foreigners who are naturalized and live long-term in Vietnam are also issued ID cards.

Every day, there are thousands of attacks that cannot get through the security system. Even internally, we have to strictly protect the physical, network, and connection. Fortunately, since the establishment of the Personal Data Center, no one has complained.

Currently, 19/63 provinces have completed 100%, if every province completes, the whole country will complete. "There will be no population census in the near future, saving 1,500 billion VND. We only spent 3,000 billion VND on CCCD and population data, and will never have to do it again. If we save for ministries, branches and people, it will be hundreds of thousands of billions of VND.

For example, connecting health insurance data saves hundreds of millions of USD. The cost of issuing a driver's license is 135,000 VND, the cost of issuing a diploma certificate is 5,000 - 10,000 VND..., people have to spend a lot of money but now they don't have to spend anymore," Mr. Lam said and affirmed that it will save society, the Government, and the State a lot of money, reduce management, and reduce staff.

In particular, according to him, CCCD can be used not only domestically but also internationally. For example, in Europe, there is no need for a passport between countries; in ASEAN, there is currently no need for a visa but it is striving to not need a passport but only need CCCD to travel between countries. Vietnam is one of the few countries using QR Code and chip, which contain a lot of information and meet development needs.

"In the near future, it is proposed to remove fingerprints and formatting in the CCCD law. If we use management technology so that no one is the same, we don't have to worry about whether changing our appearance will have any impact," Minister To Lam said.

In particular, the leader of the Ministry of Public Security also said, "some reactionary forces claim that issuing CCCDs causes citizens to be monitored." However, he affirmed that there is no monitoring, and there is nothing to signal in the card. These arguments are just distortions, causing confusion among the people.

Minister To Lam also said that no one has the right to keep the citizen's CCCD card. For example, when going to a hotel, they ask to keep the ID card or passport, but no one can keep it because it is the legal entity of the people.
