To realize the aspirations and goals that have been set, there is no other way than the whole Party, the whole people, millions of people as one, arousing national spirit, self-reliance, self-strengthening, maximizing internal strength, taking advantage of external strength, taking internal resources, human resources as the foundation, science - technology and innovation as breakthroughs to move the country forward. That is a valuable lesson that the history of the Vietnamese revolution brings and is also an urgent requirement from the current renovation process. With a sharp scientific mindset through summarizing practices, with a long-term vision, General Secretary To Lam has identified major issues, pointed out what needs to be done to develop the country quickly and sustainably. That is the call of a new development stage.
Looking back at the history of the Vietnamese revolution, especially since the Party was founded, we are more deeply aware of the General Secretary's message. A small nation like Vietnam has defeated any invader, no matter how powerful they were; and with its own strength, it has gradually pushed back poverty and backwardness to have the beautiful country it has today. Remembering the miserable years of slavery, sinking into the scene of a lost country and broken homes; remembering the times of "digging mountains and sleeping in tunnels, eating rice in the pouring rain, blood mixed with mud"; remembering the days of "cutting through Truong Son to save the country", we see the country's many hardships and difficulties that seemed insurmountable.
Without the Party's wise and talented leadership, without the efforts of the 54 ethnic groups of Lac and Hong, overcoming all dangers and bombs, there would be no August Revolution in 1945, no historic Dien Bien Phu Victory in 1954, and no historic Ho Chi Minh Campaign in 1975, reuniting the country.
At the 6th Congress, the Party proposed the renovation policy for that reason; the Party recognized its own limitations and shortcomings, conservatism, stagnation, slow innovation of outdated economic management mechanisms and apparatus, etc. The Party believed that in order to survive and develop, it was necessary to innovate to meet the demands of the times; to innovate thinking, first of all economic thinking; to innovate organization; to innovate the staff; to innovate leadership and working style. The 6th Congress marked a milestone in the Party's journey of building and growing, surpassing itself to survive and grow.
After 40 years of renovation, the country has gathered all the factors of position and strength to continue writing new pages of history. The road is wide open, but there are still many obstacles ahead. That is the eternal law of life, but it is also an opportunity for the whole nation to rise up and test themselves - a virtue of the Vietnamese people.
General Secretary To Lam's message is a sacred call of the Party, echoing the national source, not only guiding but also inspiring and giving confidence to Party organizations, cadres, Party members and people of all walks of life to move forward on the path of innovation, with the immediate goal of successfully implementing the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed socialist country with high income.
Among the seven strategic orientations that General Secretary To Lam mentioned, the first thing to mention is the improvement of the Party's leadership method. According to the General Secretary, the requirement to strongly innovate the leadership method, improve the leadership capacity, the governing capacity, ensure that the Party is the great helmsman, leading our nation forward strongly is urgent. This is the central issue, the basis, the basis for implementing other solutions in a synchronous manner on the principle of strictly implementing the Party's leadership and governing method "in the right role, knowing the lesson", not making excuses to replace or loosening the leadership role.
One of the key contents here is to strongly innovate the issuance of resolutions and the organization of their implementation; ensuring that resolutions have a vision, are scientific and practical, practical and feasible. Each resolution of the Party Committee from the Central to the grassroots level must correctly identify and accurately address the tasks and requirements of the Party, the country, each locality, and each ministry and branch, urging action and solving each problem in life.

The innovation of the Party's leadership method is closely linked to building and perfecting a socialist rule-of-law state of the people, by the people, and for the people; to streamlining the organizational apparatus, making it more effective and efficient; to digital transformation; to innovating and improving the quality of personnel work and staff; to economic development and the fight against corruption, waste, and negativity, etc.
The seven solutions proposed by General Secretary To Lam are closely linked together, one content is the premise for the other and vice versa, so they must be implemented synchronously, creating mutual promotion, without any single "cut-off". When analyzing and deepening the General Secretary's viewpoint on building and perfecting a socialist rule-of-law state, experts and scientists said that, in principle, on the basis of the Party's Platform and guidelines, closely following reality, the building of laws must both ensure the State's management requirements, encourage innovation, and unleash all resources for development; at the same time, tighten discipline, resolutely fight corruption, waste, negativity, and group interests, thereby creating breakthroughs for the country's development in the new era.
To innovate the Party's leadership method, it is impossible not to mention innovating and improving the quality of cadre work and cadres, especially strategic cadres. Because according to President Ho Chi Minh, cadres are the root of all work; they are the chain of the apparatus; all successes or failures are due to good or bad cadres. Cadres are not only the ones who plan and propose policies and guidelines, but also the ones who organize and implement those policies and guidelines.
Therefore, to confidently enter the new era, improving the quality of cadres is more important than ever; cadres must have comprehensive qualities, from patriotism, loyalty to the Party, the Fatherland and the people to the capacity for innovative thinking, vision and ability to solve practical problems, dare to think, dare to do, dare to take responsibility.

We must both focus on discovering, creating sources, training and fostering to build a team of cadres with sufficient virtue, talent and working conditions, and pay more attention to cadres who are enthusiastic about contributing their talents to the country, while resolutely screening and removing from work positions those who do not have enough prestige, qualities and practical capacity. Party congresses at all levels and the 14th National Party Congress are the best opportunities to implement these requirements, resolutely not including in the new Party Committee those who do not meet the conditions and standards.
Having a team of high-quality cadres is the best basis for arranging a lean, strong, effective, efficient and effective apparatus. The issue of arranging the apparatus has been led and directed by the Party through the issuance of many resolutions, directives and conclusions, but the implementation results are still limited and do not meet the requirements of the tasks. Currently, 70% of the budget is used to support the apparatus, some ministries and branches still take on local tasks, leading to the existence of a request-grant mechanism, which can easily give rise to negativity and corruption.
Having a team of high-quality staff is the best basis for arranging a lean, strong, effective, efficient and effective organization.
This is also a reality that is causing waste and a significant reduction in human resources. If not resolved, it will not only be a burden on the budget but, together with the waste of public investment and public assets, will be a huge "obstacle", slowing down the process and missing the destination of the new era.
General Secretary To Lam is very concerned about this situation and he directly serves as Head of the Central Steering Committee on summarizing the implementation of Resolution No. 18, dated October 25, 2017 of the 12th Central Executive Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently. The goal is for one agency to perform many tasks, and for one task to be assigned to only one agency to preside over and take primary responsibility,... The General Secretary also pointed out that the streamlining of the apparatus must be carried out synchronously with the restructuring of the contingent of cadres with sufficient qualities, capacity, equal to the task, and with a reasonable staffing level.
To do so, it is necessary to focus on building a legal corridor for digital development; have a breakthrough mechanism to attract talent; build a strategy to develop human resources with knowledge, skills and innovative thinking, meeting the requirements of the digital economy; focus on building a digital society, comprehensively digitizing state management activities, etc.
Each solution has its own meaning, but goes together in the new era, interacting to create stability, comprehensive breakthrough development of the country, in which economic development is the core task of the cause of creating a new era. The innovation of the Party's leadership method, the State's management mechanism, promoting digital transformation, etc. is also aimed at creating an open environment and the most favorable conditions, attracting investment for production and business, unleashing all domestic and foreign resources, developing the country's economy and society. Accordingly, the General Secretary requested a stronger breakthrough in development mechanisms, removing bottlenecks, especially institutional bottlenecks and barriers, taking people and businesses as the center, developing science and technology synchronously and smoothly, all for the cause of economic-cultural and social development of the country, etc.
