From the city to the grassroots, the policies and directions of the Central and City Party Committee have been promptly concretized with the motto: "Firmly grasp policies and guidelines - Grasp the situation and reality - Grasp functions and tasks" and "Closely and effectively coordinate with agencies of the Central and City". And Hanoi has effectively implemented and promoted the theme "Discipline, responsibility, action, creativity, development", promoting the spirit of innovation, daring to think, daring to do, daring to take responsibility of cadres and party members, creating an important driving force for the capital to achieve important results in socio-economic development.
Of which, GDP growth reached 6.52%; State budget revenue exceeded 500,000 billion VND for the first time, an increase of nearly 20% compared to 2023, accounting for about 28% of the total national budget revenue; GRDP per capita is estimated at 163.5 million VND... A series of social security goals and improving people's quality of life also made breakthroughs to reach the finish line early.
These seemingly dry but meaningful statistics are the result of the efforts of the entire political system that has stood shoulder to shoulder with the people and businesses to resolve each difficulty and problem. The "bottlenecks" in mechanisms and policies have been untied and adjusted, and specific solutions have been proposed suitable for each period of time to thoroughly resolve the problems... Hanoi has also demonstrated its leading role in continuing to build synchronous, modern, highly connected infrastructure; investing in digital infrastructure, creating a foundation for the development of digital government, digital economy, digital society, smart cities...
Last year, although there were still limitations and "bottlenecks" that had not been completely resolved, making the city's leaders always worried, but facing new requirements for a new development stage, with its position and role as the capital, Hanoi continued to identify its responsibility as a "model, pioneering" locality in implementing tasks. In the spirit of determination, breakthrough, innovation in thinking and action, promoting the creativity of all levels and sectors; promoting all potentials and resources, Hanoi has set higher goals for 2025, to accelerate, break through with the whole country, create momentum to enter the Era of Rising, realizing the goal of making the capital "Cultured - Civilized - Modern" become a globally connected city, deeply integrated, highly competitive with the region and the world.
Based on the major orientations of the Central Government, Hanoi continues to apply and concretize them into work programs and plans to develop rapidly and sustainably, harmoniously combining economy with culture, environmental protection; ensuring security, safety and happiness of the people. At the same time, the Capital Law 2024 took effect, creating a breakthrough in institutions and mechanisms when the city was decentralized and delegated more power; the Hanoi Capital Planning after being promulgated also created a new, open and bright development space for Hanoi. These new conditions, new mechanisms, and new determination are the resources and opportunities for the city to realize its aspiration for breakthrough development, commensurate with its stature and mission.
The new year 2025 has come with new hopes. The results achieved will be the premise and solid foundation to enter the year of completion in implementing the 5-year plan for the 2020 - 2025 term. Hanoi as well as the whole country are showing initiative and determination right from the first days of the year, joining hands and getting to work right away. With spirit, will, determination and good premonitions, thoroughly understanding the causes and origins of the problems that have not been solved to overcome; resolutely, decisively, seizing opportunities and chances to break through.
