The Draft Resolution on the Organization and Operation of Cultural Industry Centers regulates the organization and operation of cultural industry centers, including 5 chapters and 24 articles. In particular, a cultural industry center is defined as "an area with a defined geographical boundary, specializing in the field of cultural industry". These centers can be established according to 3 organizational models: Enterprises, public service units or cooperatives. The draft proposes a comprehensive legal framework for the establishment, management and operation of cultural industry centers - a place connecting traditional cultural heritage and modern technology to create high-value cultural products and services.
A notable point in the draft is the proposal of two main methods for developing cultural industrial centers. The first method is for the State to invest in building infrastructure using the budget, then establish a public service unit or franchise it to enterprises and cooperatives for management and operation. The second method is for organizations and individuals to rent public property (such as old industrial and commercial production facilities that have been relocated) to renovate and repair them into cultural industrial centers. This is considered an important step to create favorable conditions for converting the functions of old, ineffective buildings into new cultural creative spaces, while attracting investment in the cultural industry sector.

As someone who directly participated in designing many creative spaces for Hanoi, artist Nguyen The Son expressed that if this Resolution is passed, it will be a great opportunity for the creative artist community. “Hanoi has many projects that can be developed into attractive creative spaces. If the Resolution is passed, artists, designers and creators will have more space to share ideas and develop unique cultural products," said artist Nguyen The Son.
To encourage investment, the draft proposes many attractive incentive policies such as prioritizing planning and land allocation, land rent exemption and reduction, construction rent exemption for the first 3 years and 50% reduction for the next 3 years, loan interest rate support, human resource training and participation in the city's trade promotion programs...
On the morning of April 18, the Hanoi People's Committee will organize a workshop on "Solutions for organization and operation of cultural industrial centers, commercial and cultural development zones" with the participation of departments, branches, units; experts, scientists , representatives of craft villages, artists...
Open the way for cultural development
The draft Resolution being consulted clearly stipulates the organization and operation of the Cultural Industry Center. It clearly states the principles of establishment, organization and operation of the center to ensure harmony between protection and development, promoting the potential, strengths, and traditional cultural values bearing the identity of the capital. The Cultural Industry Center must create an environment for artists and creators to express innovative ideas, create and develop cultural products; promote the application of technology in the production and distribution of cultural products. The draft clearly states the combination of State and private resources to invest in and develop infrastructure, services and cultural products; investment in the development of cultural industries is investment in people.

In addition, the draft clarifies the areas of operation of the Cultural Industry Center, including: Cultural tourism; handicrafts; performing arts; design; software and entertainment games; advertising; architecture; cinema; television and radio; publishing; fashion; other areas related to the cultural industry. The activities of the Cultural Industry Center include: Consulting, supporting the creation and production of cultural products and services; supporting the distribution and consumption of cultural products and services; organizing spaces for displaying, introducing and selling cultural products; promoting trade and promoting cultural products domestically and internationally, etc.
According to Associate Professor Dr. Bui Hoai Son, Standing Member of the National Assembly's Committee on Culture and Education, the development of the Resolution will create a more favorable environment for businesses and investors, promoting the development of the cultural industry in Hanoi. If the Resolution comes into effect and is effectively implemented, it will help reduce current difficulties and create a lever for sustainable development for the cultural industry in the future.
Currently, Hanoi is widely soliciting public opinions on the draft Resolution to finalize it before submitting it to the City People's Council for approval. It is expected that, once approved, the Resolution will contribute to the goal of building Hanoi into a "Creative City", while making culture a key economic sector, generating revenue, contributing to socio-economic development and promoting the image of the Capital.

Hanoi is a major cultural center of the country with the largest number of tangible and intangible cultural heritages and festivals in the country. Although there is a huge potential for cultural industry development, Hanoi has not yet fully exploited this potential.
