Abandoned 25-storey concrete block on "golden land" south of Hanoi

For many years, the unfinished apartment building at the intersection of Nguyen Bo - Tran Thu Do - Nguyen Bac in Ngu Hiep commune, Thanh Tri district, Hanoi has made people feel sad because of the abandoned and wasteful scene.

According to Dan Tri reporter's investigation, this unfinished construction project is called Dragon Riverside Tincom Phap Van (also known as Timcom Phap Van) invested by Thang Long Investment and Trade Group Joint Stock Company (Tincom Group).

In October 2009, Tincom Group was granted the decision by the Hanoi People's Committee to be the investor to implement the project on a 56,440m2 land area in Tu Hiep commune, Thanh Tri district.

However, because the construction did not have a building permit, the project was suspended. It was not until the end of 2011 that the Tincom Phap Van project received a building permit. By November 2011, the project's foundation was still not completed, just a messy, rusty pile. The re-construction period did not last long, and by the beginning of 2012, the project fell into a "shelved" state.

In 2016, the project continued to be implemented and changed its name from Timcom Phap Van to Dragon Riverside Phap Van, widely promoted everywhere. But in 2018, the project stopped construction again.

According to the design, the project consists of 29 floors along with 1 mezzanine, 2 technical floors and 2 basements. However, to date, the project has only been implemented up to the 25th floor and is still just a giant, abandoned concrete block.

Inside the building was quiet without a soul.

Construction was unfinished and stopped in 2018, many rough components of the project are showing signs of damage and deterioration.

The project entrance is in a "locked and locked" state. The surrounding walled areas have become a place where weeds grow and garbage is dumped.

The project has a prime location adjacent to Hoang Mai district and Thanh Tri district. This place is also experiencing rapid urbanization and infrastructure investment.

The price of an apartment near this project is also fluctuating from 2-4 billion VND (equivalent to about 27-45 million VND/m2), depending on location and area.
