Difficulties in dumping excess soil and rock on the final section of the route

The amount of excess soil and rock of the project to invest in building a road from Bac Kan city - Ba Be lake connecting to Na Hang, Tuyen Quang is up to over 3.5 million m3 .

According to the Environmental Impact Assessment Report and approved construction drawing design documents of the project, the section from Km37+00 to the end of the route has 21 dumping sites, of which the section in Bac Kan province has 15 sites and the section in Da Vi commune, Na Hang district, Tuyen Quang province has 06 sites. The recovered land area is about 290,000m2 of about 70 households. The reserve of excess soil and rock is about 3.5 million m3 . Concentrated in the communes of Quang Khe, Hoang Tri (Ba Be), Nam Cuong, Xuan Lac (Cho Don) and Da Vi commune, Na Hang district (Tuyen Quang).

Locations in the province, during the survey and design process, the investor, the Traffic Construction Investment Project Management Board, the design consultant and related units, organized work, asked for opinions from the people and local authorities and received consensus and support for the implementation of dumping excess soil and rock of the project. However, recently, during the compensation and support for site clearance, local authorities and the investor coordinated to organize meetings and collect people's opinions on land recovery for locations planned for the project's dumping site. Regarding the policy, the affected households all agreed, unanimously supported and created conditions for the project to dump excess soil and rock, but did not agree to recover land for the dumping site. The affected households requested the State to carry out the dumping but not to recover the land so that they could continue farming after the completion of the project. At the same time, it is recommended to compensate for the assets on the land and have solutions to reinforce the foot of the dump to ensure that it does not affect the agricultural land area in the area.

In addition to the lack of a dumping site for excess soil and rock, a large amount of soil and rock that has been eroded by floods and rains has also made it difficult to speed up the project's progress.

Although the land area is large, the terrain is mainly high mountains and forests, so finding a place to dump excess soil and rock from projects is a difficult problem for mountainous provinces in general, including Bac Kan. Investing in infrastructure construction, especially traffic works, is an important premise for localities to develop socio-economy. Therefore, it is necessary to have appropriate mechanisms, in accordance with the policies of the Party and the State and create conditions for people when reclaiming land to stabilize their lives, ensuring environmental issues./.
