Twenty-seventh Session, Provincial People's Council: Passed 7 resolutions on socio-economic development

At this session, the Provincial People's Council reviewed, discussed and approved 07 resolutions related to 03 groups of issues to promptly promote the socio-economic development of the province in accordance with the policies and orientations of the Provincial Party Committee, ensuring that growth in 2025 will reach and exceed the set targets. Specifically: List of land acquisition projects; adjustment and supplementation of the list of land plots for bidding to select investors to implement investment projects; decision on the policy of converting forest use purposes to other purposes; decision on adjusting the Medium-term Public Investment Plan and the Public Investment Plan for 2025; review and discuss the supplementation of the list of public investment projects under the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for 05 years, period 2021 - 2025; decision on principles, scope, support levels and the use of funds to support production and protection of rice-growing land. The meeting also agreed on the improvement of the organizational structure; decided on the charter capital of the Provincial Land Development Fund to ensure compliance with regulations and suitability with local realities.

Comrade Nguyen Linh, Vice Chairman of the Provincial People's Committee presented the Proposal on adjusting and supplementing the Medium-term Public Investment Plan for the period 2021 - 2025 and the Public Investment Plan for 2025 of Thai Nguyen province.

At the meeting, the leaders of the Department of Finance clarified the basis for submitting to the Provincial People's Council the charter capital of the Land Development Fund; the Fund's operational efficiency and the report on the results of implementing the capital allocation tasks since its establishment; the leaders of the Department of Agriculture and Environment explained and clarified the basis for determining the rate of using support funds for users of rice-growing land; the content and level of support for users of rice-growing land; the situation of allocation and use from the beginning of the term to the present to carry out the task of protecting and developing rice-growing land in the province...

Comrade Pham Hoang Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the discussion and explained.

Discussing at the Session, delegates said that the management of the Land Development Fund must be scientific and effective in order to maximize the Fund's capital to promptly support the implementation of projects and works to promote the province's socio-economic development in the coming period; after deciding to adjust the public investment plan, the Provincial People's Committee needs to commit to completing the disbursement in 2025 to ensure the province's growth and socio-economic development targets.

After discussing and listening to the explanations at the Session, the Provincial People's Council delegates voted to pass 7 resolutions with high consensus and closed the Session.

1. Resolution on adjusting and supplementing the Medium-term Public Investment Plan for the period 2021 - 2025 and the Public Investment Plan for 2025 of Thai Nguyen province

2. Resolution on adjusting and supplementing the list of land plots for bidding to select investors to implement investment projects using land in Thai Nguyen province

3. Resolution on the decision to supplement the list of medium-term public investment projects, adjust the medium-term public investment plan under the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 5-year period 2021 - 2025 in Thai Nguyen province

4. Resolution approving the organizational structure improvement; operating model and charter capital of Thai Nguyen Provincial Land Development Fund

5. Resolution promulgating the Regulations on principles, scope, support levels and use of funds to support production and protection of rice-growing land in Thai Nguyen province.

6. Resolution on the decision on the policy of changing the purpose of forest use to another purpose to implement the Investment Project on construction of a mine exploitation project for landfill materials in Phu Ly commune, Phu Luong district, Thai Nguyen province.

7. Resolution approving the adjustment and supplementation of the list of land recovery projects, projects with change of land use purpose for rice cultivation and production forest land in Thai Nguyen province.
