According to the reflection of the people of hamlet 1, village 5, Xuan Hai commune, Song Cau town (Phu Yen), for about 2-3 years now, they have had to live with the bad smell from the exhaust pipes and inhale fine wood dust from companies in the Dong Bac Song Cau industrial park (IP).

According to VTC News reporters on January 8, smoke and wood dust from companies in the Dong Bac Song Cau Industrial Park were released into the environment, creating a hazy, misty atmosphere within a radius of about 2 km. In the residential planting areas, trees, houses, household items... were all covered with a layer of fine gray dust.

During their operations, these companies continuously emit smoke and dust every day. In particular, the northeast monsoon winds blowing from the sea cause smoke from chimneys and dust to fly directly into residential areas. The exhaust fumes can travel several kilometers, forcing residents to keep their doors and windows closed at all times.

Mr. Nguyen Van Lo (60 years old), a resident living opposite the gate of Dong Bac Song Cau Industrial Park, said that the exhaust fumes from the factory carry a strong chemical odor. Inhaling them for a while can cause dizziness, discomfort and nausea. Inhaling them for a few days can cause a sore throat and difficulty breathing. Even if the house is closed, dust can still get in and form layers.

“ Companies in this industrial park operate at irregular hours, sometimes during the day, sometimes at night. That is why households like us do not know how to arrange a time to make temporary repairs. Our houses have to be cleaned every day, ” Mr. Lo said indignantly.

Mr. Nguyen Van Dung (38 years old), a resident of village 5, Xuan Hai commune, said that the amount of smoke and dust discharged is increasing, making people worried. The smoke causes unpleasant odors and headaches from Kenee Vietnam Minerals Joint Stock Company.

Village 5 residents have repeatedly reported and submitted petitions to the authorities requesting that the Industrial Park be involved in handling and remedying the above situation, returning a clean environment to the residents, but for many months now there has been no resolution.

“ We have met with the leaders of Kenee Vietnam Minerals Joint Stock Company, which produces tungsten and molybdenum, to make a recommendation. The company has resolved the problem by moving the exhaust pipe and raising it higher according to regulations, but until now, the bad smell has not decreased at all. Previously, when the exhaust pipe was low, it mainly affected companies in the industrial park. Now, when it is moved and raised higher, the smoke is carried by the sea breeze for kilometers and we, the people, have to bear the brunt of it, ” said Mr. Dung.

Dust from factories flies out, covering everywhere in Dong Bac Song Cau Industrial Park.

Because he was worried about his children's health, Mr. Dung often thought about moving his family to another place to live. "But the house and fields left by our ancestors are all here, so we can't go anywhere else, " Mr. Dung confided.

“ The night before going to bed, we cleaned the floor and closed the door, but in the morning we saw a lot of gray dust covering the floor. This layer of dust stuck to our hands and feet, making it very uncomfortable to wash. In the future, if anything happens to the residents, who will be responsible? ”, said a resident.

Insecurity and disorder also due to pollution

Not only households in village 5, Xuan Hai commune (Song Cau town, Phu Yen) but also companies operating in Dong Bac Song Cau Industrial Park have reported to the Phu Yen Provincial Economic Zone Management Board and local authorities about the situation of smoke and dust being discharged into the environment, affecting the working quality of company employees.

Previously, in February 2022, this locality also experienced a similar discharge situation, causing a number of conflicts and disorder among companies in the Dong Bac Song Cau Industrial Park.

Every day, the smoke and dust emitted by companies mix together like a layer of fog and drift straight into people's homes.

But the incident did not stop there. On September 30, 2023, companies in the Dong Bac Song Cau Industrial Park area complained that Kenee Vietnam Mineral Joint Stock Company and Dong Nam Phu Yen Company Limited were producing pellets, emitting smoke, dust, and a strong stench.

“ We have complained to the Industrial Park Management Board many times about the unpleasant smell of exhaust fumes from some companies, causing headaches and fatigue, but we have only received silence ,” said a representative of a company in the Dong Bac Song Cau Industrial Park.

In response to the opinions of residents and companies in the Industrial Park affected by the above discharge, on October 11, 2023, Xuan Hai Commune Police, Song Cau Town (Phu Yen) inspected and grasped the actual situation, then sent a written recommendation to Song Cau Town Police and the Management Board of Phu Yen Provincial Economic Zone.

On the morning of October 4, 2023, the Phu Yen Provincial Economic Zone Management Board worked with the Directors of companies in the Dong Bac Song Cau Industrial Park to grasp the situation related to the activities of the Industrial Park and also took note of this issue.

Every day, companies in industrial parks discharge foul-smelling exhaust into the environment, drifting toward people's homes.

According to Xuan Hai Commune Police, Kenee Vietnam Minerals Joint Stock Company has 98% foreign investment capital. The management of this unit has exceeded the authority of the commune police.

Kenee Vietnam Minerals Joint Stock Company produces tungsten and molybdenum, so the alloy furnaces emit gas into the environment through two tall smoke columns, with an exhaust gas treatment system installed before discharging into the environment in accordance with the process and legal regulations.

The leaders of Kenee Minerals Joint Stock Company also met directly with households and admitted that sometimes when the kiln starts operating, it can also produce a slight foul (pungent) smell, but the odor concentration is not as high as public opinion reflects because there is a high exhaust gas treatment system and chimney.

Dong Nam Phu Yen Company Limited produces pellets that also emit dust.

Mr. Dinh Van Phong - Chairman of Xuan Hai Commune People's Committee said that the unit has learned about the dust and foul smell emitted by companies in Dong Bac Song Cau Industrial Park, causing public outrage.

“ The People's Committee and the Xuan Hai Commune Police have proposed that the Provincial Economic Zone Management Board and the leaders of the Town Police direct relevant agencies, sectors and organizations to coordinate with the commune to proactively grasp the situation, propagate, mobilize, verify and promptly resolve to stabilize people's lives, ” said Mr. Phong.
