Support production and business enterprises
On August 31, 2022, the Provincial Party Standing Committee issued Resolution No. 23-NQ/TU on developing non-state enterprises and cooperatives in the province by 2025. The goal is that by 2025, the whole province will have about 4,000 enterprises, of which 1,600 newly registered enterprises. The number of profitable enterprises accounts for about 75 - 80% of the total number of operating enterprises; creating jobs for about 100,000 workers; the average income reaches 7.5 million VND/person/month. The total contribution to the state budget in the period is about 4,915 billion VND... Along with that, striving to have 1,000 cooperatives, creating jobs for 14,000 workers.
Mr. Nguyen Minh Tien, Director of the Department of Finance, said: Departments, branches and sectors of the province and districts and cities focus on improving the business investment environment, increasing support for businesses to access resources and support policies, such as: Exemption and reduction of corporate income tax, land use fees in the first years of operation; consulting and guiding procedures for business establishment, developing production and business plans; guiding business administration and legal advice... Encourage and create conditions for business households to expand their scale, improve operational efficiency, voluntarily associate to form cooperative organizations or convert to business activities according to the enterprise model, improve competitiveness.
Thanks to policies to support businesses and efforts to overcome difficulties, the private business community is growing. As of March 15, the whole province had 3,839 enterprises with a total registered capital of over VND79,676 billion, operating mainly in a number of fields: Construction; wholesale, retail, auto, motorcycle, and motorbike repair; agriculture, forestry and fishery, tourism services...
Mr. Nguyen Quoc Khanh, Chairman of the Provincial Business Association, shared: Private enterprises account for a large proportion of the total number of enterprises in the province. Every year, they contribute about 55% of GRDP, over 60% of the provincial budget revenue, and create jobs for more than 110,000 workers. The structure, scale, and fields of operation of enterprises have shifted in line with the requirements of economic restructuring; there are many large investment projects, many start-up enterprises, innovation, technological improvement, and promotion of digital transformation, proactive integration into the international economy.
New impetus for the private economy
Although the number of enterprises has increased, the majority of enterprises in the province are small and medium-sized, accounting for over 80%; production and business capital is low, the quality of human resources is uneven, and there is a lack of connection and cooperation between enterprises. Some activities to support the development of the private economy have been implemented, but have not achieved high efficiency; the forms and methods of support have not reached a large number of enterprises.
Mocha Media and Tourism Company Limited (Mocha Travel), Moc Chau town, established in October 2023, operates in the field of tourism providing tour services, domestic and inter-provincial tourist routes for tourists. In addition, the Company operates a restaurant, with fast food, hot pot, and takes orders for meals according to the menu at Moc Chau National Tourist Area.
Ms. Nguyen Thi Khue, Director of Mocha Travel, shared: The company is supported, consulted, and guided by the authorities in the procedures for registering to establish a business; participating in conferences, seminars, and dialogues on tourism organized by units. Thereby, the company grasps the Party's guidelines and policies, the State's policies and laws on tourism. From there, it builds plans and action programs to ensure development in the right direction, bringing high efficiency. We hope to continue to participate in trade promotion activities, access support programs for private enterprises to invest in facilities, improve service quality, and increase revenue.
On February 28, 2025, the Minister of Finance issued Circular 09/2025/TT-BTC guiding the mechanism for managing and using state budget funds to implement the "Program to support private sector enterprises in sustainable business for the period 2022-2025" effective from April 20, 2025. The Circular clearly defines the mechanism for managing the use of state budget, guides the allocation and use of funds to support private sector enterprises in the program to ensure efficiency, transparency and proper purposes; promote the development of an ecosystem to support sustainable enterprises, and enhance coordination between agencies, organizations and enterprises in implementing activities to support sustainable business.
Mr. Nguyen Minh Tien, added: Son La Provincial People's Committee has assigned the Department of Finance to preside over, coordinate with relevant units, and advise the Provincial People's Committee on allocating funding sources for implementation to ensure savings, efficiency, and compliance with regulations. In addition, the province continues to direct departments, branches, and sectors to synchronously and effectively deploy groups of solutions to support private sector enterprises.
Focus on reviewing, evaluating and continuing to specify appropriate and practical support policies, avoiding the situation of many overlapping mechanisms and policies that are ineffective and difficult to implement. Pay attention to developing brands, quality, trademarks, geographical indications of production areas, agricultural products... contributing to improving the management capacity, productivity, quality and competitiveness of enterprises.
