Developing a flexible, diverse, multi-layered, modern social insurance system

The Social Insurance Law 2024 will officially take effect from July 1, 2025, with many outstanding new policies on social security. To ensure unified and effective implementation, Son La province has synchronously deployed solutions so that the Social Insurance Law can soon come into life.

The Social Insurance Law 2024 ensures many benefits for employees.

Towards universal social insurance

Mr. Dinh Thanh Tung, Deputy Director in charge of the provincial Social Insurance, said: The Social Insurance Law 2024 fundamentally overcomes the difficulties and shortcomings from the practical implementation of the Social Insurance Law 2014 and Resolution No. 93/2015/QH13 and institutionalizes Resolution No. 28-NQ/TW dated May 23, 2018 of the Party Central Committee on reforming social insurance policies. In order for social insurance to truly be a key pillar of the social security system, aiming at the goal of universal social insurance, the Law aims to develop a flexible, diverse, multi-layered, modern social insurance system; improve the capacity, effectiveness, and efficiency of state management and develop a streamlined, professional, modern, reliable, and transparent social insurance policy implementation system.

The Law consists of 11 chapters and 141 articles, with some new points, such as adding social pension benefits for people without pensions to form a multi-layered social insurance system. Vietnamese citizens aged 75 and over who do not have pensions, monthly social insurance benefits and other monthly social benefits, and have a written request to receive social pension benefits, will receive social pension benefits guaranteed by the state budget.

Expand the subjects eligible to participate in compulsory social insurance to business owners of registered households; part-time workers at the commune, village, and residential group levels; part-time workers; business managers, and cooperative managers who do not receive salaries.

Social Insurance and Provincial Post Office staff propagate and mobilize traders at markets in the City to participate in voluntary social insurance.

The 2024 Social Insurance Law adds the right to sickness and maternity benefits for part-time workers at the commune level instead of only enjoying two benefits: retirement and death as in the current Law. Add maternity benefits to the voluntary social insurance policy, at a rate of 2 million VND for each newborn child, guaranteed by the state budget. Reduce the condition on the minimum number of years of social insurance contributions to receive pension from 20 years to 15 years.

In addition, the Law also has many amendments and supplements in the direction of increasing benefits, increasing attractiveness, encouraging employees to reserve their contribution period to receive pension instead of receiving social insurance at one time. Ensuring the right to participate in and enjoy social insurance for Vietnamese employees working abroad and foreign employees working in Vietnam; improving the efficiency of investment in the Social Insurance Fund; supplementing regulations on supplementary pension insurance. Specific regulations on "reference level" instead of "base salary" and management of social insurance collection and payment. Synchronize solutions

On April 3, 2025, the Provincial People's Committee issued a plan to implement the Law on Social Insurance 2024 in Son La province. Directing the Social Insurance sector to coordinate with relevant departments and branches to focus on disseminating the Law on Social Insurance and documents detailing a number of articles of the Law to agencies, organizations, and employers and on mass media, electronic information pages and social networks. Focusing on training and professional development for officials directly implementing social insurance policies at all levels.

Review legal documents related to the Law on Social Insurance, recommend competent authorities to promptly amend, supplement, replace, abolish or promulgate legal documents to ensure compliance with regulations. At the same time, strengthen specialized inspection and examination of social insurance payment and the implementation of social insurance regimes and policies at agencies, units, enterprises, and production and business establishments in the province.

Mr. Dinh Thanh Tung, Deputy Director in charge of the provincial Social Insurance, added: The provincial Social Insurance has proactively directed the Social Insurance of districts and towns to coordinate with the People's Committees of communes and wards to organize conferences to disseminate new points of the Social Insurance Law 2024. Innovate communication, disseminate legal policies, through conferences of reporters at district and commune levels and social networking platforms Zalo, Facebook... to spread the State's superior policies on social insurance to the people. Focus on developing a team of collection agents with knowledge of policies, information technology and the capacity to propagate and mobilize people to participate in social insurance...

Since the beginning of the year, the provincial Social Insurance sector has disseminated 6,624 times on loudspeakers in groups, villages, and sub-regions. It has provided consultation, support, and answers via telephone switchboard, Fanpage, and Zalo OA for 186 questions about social insurance, unemployment insurance, health insurance, and VssID policies; and communicated 470 times on the internet. It has organized 6 small-group communication conferences for nearly 234 participants to disseminate the Social Insurance Law in conjunction with consultation, policies, and social insurance and health insurance regimes, and mobilize participants.

10 new units were opened, with 26 employees participating in compulsory social insurance; more than 400 people participating in voluntary social insurance. The whole province currently has 132,039 people participating in compulsory social insurance, equal to 17.8% of the labor force; 47,017 people participating in voluntary social insurance, equal to 6.4% of the labor force. Unscheduled and planned inspections and checks were conducted at 7 labor-using units...

Having participated in voluntary social insurance for nearly 3 years, Ms. Quàng Thị Thương, Chiềng Cơi ward, Sơn La city, excitedly said: I am 45 years old this year. With the regulation that participants only need to pay social insurance for 15 years to receive a pension, I am still eligible to receive a pension when I turn 60, without having to pay more.

Mr. Mua A Chu, Party Cell Secretary, Head of Moi Village, Bac Yen Town, Bac Yen District, shared: The district Social Insurance officers have been propagating the Law on Social Insurance and we are very happy that from July 1, we will be supported by the State to pay social insurance, ensuring that we will have a pension in the future and be issued a health insurance card.

With the initiative of all levels and sectors of the province, the Social Insurance Law 2024 will be implemented uniformly and synchronously throughout the province, contributing to ensuring social security and moving towards universal social insurance.
