Urgently overcome the consequences of heavy rain

On the afternoon of September 28, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue (PCTT&TKCN) inspected and directed the work of overcoming the consequences of heavy rain in Thai Thuy and Dong Hung districts. Accompanying him were leaders of the Department of Agriculture and Rural Development.

According to the report of the Provincial Steering Committee for Flood and Storm Prevention and Control, from September 25 to 3:00 p.m. on September 28, there was moderate rain, heavy rain, very heavy rain and thunderstorms in some places, the average rainfall was about 294mm, high places such as: Dong Hung town 449.5mm, Dong Cac commune (Dong Hung) 369.2mm; Tan Lap commune (Vu Thu) 360.3mm, Thai Phuc commune (Thai Thuy) 383.4mm. The forecast of heavy rain is still complicated, from September 29 due to poor tide, natural drainage will be very difficult. The agricultural sector has directed 2 companies exploiting irrigation works of Bac and Nam Thai Binh and localities to open drainage sluices to lower the water level on rivers, axes, and drain buffer water before heavy rain occurs. However, due to heavy rain, continuous rain has affected agricultural production. As of 4:00 p.m. on September 28, the whole province had about 4,266 hectares of rice tilted and fallen and 3,610 hectares of vegetables affected, concentrated in the districts of Thai Thuy, Vu Thu, Hung Ha, and Kien Xuong.

People in Thuy Binh commune (Thai Thuy) were forced to build up the area of rice that had fallen after heavy rain.

Inspecting the actual work of overcoming the consequences of heavy rain in Thuy Thanh commune (Thai Thuy), comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Disaster Prevention and Control, requested the Steering Committee for Disaster Prevention and Control and Search and Rescue at all levels and sectors to strictly implement Official Dispatch No. 76/BCH-PCTT dated September 25, 2023 of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue; the agricultural sector and the People's Committees of districts and cities to closely monitor the warning bulletins, forecasts and developments of heavy rain; notify authorities at all levels and people to proactively prevent and have appropriate production plans, ensuring safety for people and property. The agricultural sector directed the units managing the irrigation system to assign staff to be on duty 24/7 to monitor water levels, close irrigation sluices, open drainage sluices, release the flow, and thoroughly drain water in the system; Actively activate pumping stations to drain water for seasonal rice, winter crops and low-lying areas when there is local flooding.

At the same time, the People's Committees of districts and cities directed communes, wards, towns, and agricultural cooperatives to urgently clear the flow and drain water on the fields to protect the planted winter rice and crops; mobilize support forces such as police officers, soldiers, border guards, and youth union members to support local farmers in overcoming the consequences caused by heavy rain. Localities urgently reviewed and re-evaluated the area of winter crops planted, thereby proactively planning care and protection; at the same time, disseminated to the people technical solutions to restore production as well as overcome the consequences with the motto of minimizing damage caused by heavy rain; developed a plan to launch a movement to produce winter crops, aiming to increase the productivity, output, and efficiency of winter crops to compensate for the area of summer-autumn rice affected by heavy rain.

Inspecting the drainage work at Hau Thuong pumping station, Hong Bach commune (Dong Hung), the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee acknowledged the proactive work of the station in drainage and requested the agricultural sector to direct the two companies exploiting the Bac and Nam Thai Binh irrigation works to mobilize human resources and means to arrange staff on duty 24/24 hours to operate the pumping station system; proactively develop plans to drain water thoroughly and quickly.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee also requested the provincial departments and branches, based on their assigned functions and tasks, to proactively coordinate with the Department of Agriculture and Rural Development in directing and guiding localities and farmers to speed up the harvest of winter-spring rice, overcome the consequences of natural disasters, restore agricultural production, and ensure stable lives for the people.
