Opening of Danang Software Park No. 2

DNO - On the morning of January 16, the City People's Committee held a ceremony to announce the decision to expand and inaugurate the Danang Software Park No. 2 concentrated information technology park on Nhu Nguyet Street (Thuan Phuoc Ward, Hai Chau District).

Attending the event on the Central side were: Permanent Deputy Prime Minister Nguyen Hoa Binh and Deputy Minister of Information and Communications Bui Hoang Phuong. In his opening speech, Chairman of the City People's Committee Le Trung Chinh said that since the 2000s, information technology has been identified as a priority and spearhead development area of ​​the city through Resolution No. 07-NQ/TU dated October 3, 2000 of the Standing Committee of the City Party Committee on a number of policies for software industry development and Resolution No. 06-NQ/TU dated March 12, 2003 on promoting the application and development of information technology.

With the approach of using information technology applications to create momentum for developing the information technology industry, the city has allocated a budget to invest in building the Da Nang Software Park - the first model in developing the city's information technology industry.

Da Nang Software Park was put into use in October 2008 and was recognized by the Prime Minister as a concentrated Information Technology Park in Decision No. 1967/QD-TTg dated December 7, 2017.

With the effective use of public investment capital and land use efficiency, this is a model demonstrating the city's correct strategy and policies in developing the information technology industry into a spearhead economic sector.

From the success of the Da Nang Software Park model, in order to approach the trend of the 4th industrial revolution and concretize the policy of the Politburo in Resolution No. 43-NQ/TW dated January 24, 2019 on building and developing Da Nang city to 2030, with a vision to 2045, with a strategy of shifting from processing to making information technology products and services, shifting the city's economic structure towards a digital economy, the city has implemented planning procedures and selected investors to build Software Park No. 2.

The project includes 3 buildings ICT1, ICT2 and ICT with a total land area of ​​2.8 hectares, total construction floor area of ​​more than ^92,000m2 , expected to attract 6,000 workers.

On February 1, 2024, the Government issued Decree No. 09/2024/ND-CP amending and supplementing a number of articles of Decree No. 144/2016/ND-CP and the Prime Minister issued Decision No. 1238/QD-TTg dated October 22, 2024 to expand the concentrated Information Technology Park of Da Nang Software Park No. 2.

Thereby creating a legal corridor for continued investment of the city budget for Software Park No. 2. The City People's Council continues to allocate public investment capital, raising the total project investment to nearly 1,400 billion VND, speeding up the completion of Software Park No. 2.

With the strong direction of the Government leaders, the attention, support and guidance of the Central Ministries and branches, together with the determination of the Party Committee, government and people of Da Nang city, the project of Software Park No. 2 has been basically completed.

The city organized the opening ceremony of Software Park No. 2 and put into use ICT1 Building with ⁸ floors, total construction floor area of ​​over 39,000m2, exploitation area of ^{​​21,000m2} , in which priority is given to strategic partners, strategic investors, small businesses, innovative businesses in the field of semiconductors and artificial intelligence.

Currently, more than 30 businesses have registered their demand for office space at ICT1 Building with a total registered area of ​​about ^25,000m2 , exceeding the rental area of ​​ICT1 Building.

Thus, after more than 15 years of effort and determination, Da Nang city has continued to form another software park. The whole city currently has 4 concentrated information technology parks, along with the information technology parks being planned and built, promoting the economic restructuring of the city.

From a software outsourcing location in the early 2000s with a processing ratio of more than 80%, the city has now shifted to developing the production of information technology products and services, with the processing ratio dropping to below 40%.

The proportion of digital economy in 2023 will account for 20.69% of the city's GRDP, exceeding the target set for 2025 of 20%. Da Nang City is gradually positioning its brand on the information technology map of Vietnam and the world.

The Da Nang Software Park Concentrated Information Technology Park is identified as a driving force and key project to realize the policies and orientations of the Politburo in Conclusion No. 79-KL/TW dated May 13, 2024, continuing to implement Resolution No. 43-NQ/TW and Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on organizing the urban government model and piloting a number of specific mechanisms and policies for city development.

In particular, Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation; promoting new and modern production methods, focusing on new key areas such as semiconductors, artificial intelligence, blockchain, and financial technology (fintech).

The country is entering a new era, an era of national growth. The Party Committee, government and people of Da Nang city will focus, be determined, make efforts, unite, and join hands to become an important nucleus of this new era, contributing to the successful implementation of the country's strategic goals.

At the ceremony, Director of the Department of Information and Communications Industry Nguyen Khac Lich announced Decision No. 1238/QD-TTg dated October 22, 2024 of the Prime Minister on expanding the concentrated information technology park of Da Nang Software Park No. 2.

Accordingly, Da Nang Software Park No. 2 with a total land area of ^{​​28,573m2} in Thuan Phuoc ward (Hai Chau district) is an extension of Da Nang Software Park (No. 2 and 15 Quang Trung, Thach Thang ward).

On this occasion, a memorandum of understanding was signed between Da Nang city and partners in the field of semiconductors and artificial intelligence according to Resolution No. 136/2024/QH15.
