This morning, July 10, at the Provincial Convention Center, the 17th Provincial People's Council, term 2021 - 2026 solemnly opened the 8th session to assess the socio-economic development situation in the first 6 months of the year, discuss and agree on key tasks and solutions for the last 6 months of 2024, and at the same time consider and decide on many other important issues of the province.

Speaking at the opening of the session, Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: In order to organize the session, in the past time, the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee, the Provincial People's Council committees and relevant agencies have been active, proactive, urgent, and coordinated to prepare well the contents to be submitted to the session. In this session, the Provincial People's Council will review 20 work reports of relevant agencies; discuss submissions, draft resolutions and is expected to pass 16 resolutions under its authority according to law. The contents considered, discussed and decided at this session are very important, so the Standing Committee of the Provincial People's Council requests the delegates to promote democracy, uphold the sense of responsibility, focus on thorough research, discussion, analysis, evaluation, clarify the achieved results, limitations, weaknesses and causes, especially in the implementation and organization stages, thereby proposing practical and feasible solutions to promptly overcome the shortcomings and limitations, create more substantial and stronger changes, promote production and business development, contributing to the successful implementation of the socio-economic development task in 2024. He hopes that voters and people in the province will take the time to pay attention to, follow and supervise the activities of the session.
Next, Comrade Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee reported on the socio-economic development situation in the first 6 months of the year, key tasks and solutions for the last 6 months of 2024. The report assessed: In the first 6 months of 2024, besides opportunities and advantages, there are also many difficulties and challenges, but the Provincial Party Committee, People's Council and Provincial People's Committee have focused on leading and directing the drastic and synchronous implementation of the Central's policies and directions; drastically directing the budget collection work, reducing expenditure sources to concentrate resources for socio-economic development; promoting the disbursement of public investment capital; proactively reviewing "bottlenecks" and "barriers" in each sector and field to have timely solutions; focusing on solving difficulties and obstacles for enterprises; actively implementing investment promotion activities... During the implementation process, the participation of sectors, localities, agencies and units in the province has been mobilized; With the consensus and support of the people and the business community, the province's socio-economic situation is basically stable and has achieved some positive results. The total GRDP in the province is estimated at 33,657 billion VND, up 7.96% over the same period in 2023, ranking 16th out of 63 provinces and cities and 7th in the Red River Delta, higher than the same period in 2023. Of which, agriculture, forestry and fishery increased by 1.82%; industry and construction increased by 14.05% (industry increased by 17.42% and construction increased by 6.15%); the service sector increased by 5.98%. Total production value is estimated at VND 93,057 billion, up 6.4% over the same period in 2023. In the spring crop of 2024, the whole province has 307.18 hectares of rice cultivation area converted to annual crops and aquaculture; 120 communes have fields linking production and product consumption with a total area of 5,604.75 hectares. To date, the whole province has 32 communes meeting advanced new rural standards, 1 commune meeting model new rural standards; 183 products achieving OCOP 3, 4 stars, exceeding the target by 2025 of 150 products. Export turnover reached 1,291 million USD, up 7.5% over the same period in 2023.
Investment attraction has improved a lot, by June 19, 2024, the province's investment capital reached 7,769.9 billion VND, 2.2 times higher than the same period in 2023; of which foreign direct investment (FDI) reached 232 million USD, 5.7 times higher than the same period in 2023. Total investment capital implemented in the area reached 27,647 billion VND, an increase of 6.9% over the same period in 2023. The fields of health, education and training, science and technology, labor, employment and social security, culture and sports have received comprehensive and substantive direction, meeting the requirements of economic development tasks and serving people's lives. All levels and sectors have focused on taking good care of policy beneficiaries, families of meritorious people and social protection beneficiaries, especially during the 2024 Lunar New Year.
Discipline and administrative order in state agencies are strengthened. Some administrative reform indexes in 2023 compared to 2022 increased in rank (PAR INDEX ranked 38/63 provinces and cities, up 5 ranks; SIPAS ranked 11/63 provinces and cities, up 2 ranks), the Provincial Green Index (PGI) ranked 20th in the top 30 provinces and cities. National defense is strengthened. Political security and social order and safety are maintained.

The report of the Provincial People's Committee also pointed out a number of shortcomings and limitations in the implementation of socio-economic development tasks in the first 6 months of 2024, the causes of these limitations; on that basis, assess and forecast the situation, difficulties and advantages, clearly identify the main goals, tasks and solutions to successfully implement the socio-economic development tasks of the province in 2024 (in which the GRDP growth target reaches 8.5 - 9%).
