On June 20, Ninh Binh Provincial People's Committee coordinated with the Vietnam Urban Planning and Development Association to organize the Scientific Workshop "Management and development of the UNESCO-listed ancient capital heritage city - Theoretical awareness, institutional creation and local action".

The workshop aims to clearly identify common viewpoints and orientations, thereby promoting the development of unique mechanisms and policies in urban planning and management so that heritage cities can retain their identity and not conflict with the values ​​of the ancient capital's heritage in the modernization process; at the same time, meeting the requirements of restoration, preservation and promotion of inherent values.

Speaking at the opening of the workshop, Mr. Nguyen Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, stated: The rapid urbanization trend taking place globally today has led to potential problems and challenges, causing many heritage-owning cities to face the risk of being overwhelmed, losing their identity and uniqueness. Many countries have paid special attention to building, developing and preserving appropriate heritage cities. Reality has proven that investing in heritage cities not only brings economic efficiency and profit, but also invests in the image, position and role of an entire country and a locality.

In Vietnam, Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045, clearly states the viewpoint of "synchronously and harmoniously combining urban renovation, embellishment and reconstruction with the development of new urban areas, ensuring that modern urban architecture, rich in identity, with typical cultural elements are preserved and promoted". Among the main tasks and solutions, the Resolution emphasizes "researching and perfecting mechanisms, policies, standards, and regulations for the construction and selection of sustainable urban development models, suitable for each region, in mountainous areas, plateaus, areas of national defense and security importance, urban areas with many historical relics, cultural heritage, natural landscapes that need to be preserved and maintained" and "investing in developing urban areas with heritage and tourism values, urban areas associated with areas with great potential for tourism development".

Currently, in the Law on Cultural Heritage in particular and the current system of regulations in general of our country, "Heritage City" is still a concept that has not been specifically defined. Therefore, it is necessary to develop common viewpoints and orientations, create a specific institution, using that as a basis for localities to harmoniously resolve the relationship between modernization and conservation, promoting heritage in the process of urbanization, based on a comprehensive approach to culture, combining many factors such as history, culture, nature, and people to create a unique identity, creating a driving force for sustainable development of the locality in particular and for regional and national development.

The Chairman of the Provincial People's Committee emphasized that Ninh Binh is proud to be an ancient land, a place with unique, outstanding, and unique values ​​in history, culture, and nature. In particular, in the 10th century, relying on the mountain and river shape "dangerous, difficult to attack", Hoa Lu became the capital of Dai Co Viet State - the first centralized feudal state of our country, associated with 3 dynasties: Dinh - Tien Le - Ly. Currently, the vestiges of Hoa Lu Ancient Capital in Hoa Lu district are one of the 4 core areas of Trang An Scenic Landscape Complex with two outstanding cultural and natural factors, recognized by UNESCO as a World Cultural and Natural Heritage in 2014, the first and only "dual" world heritage in Southeast Asia to date.

Over the past time, the Party Committee, government and people of Ninh Binh province have always promoted solidarity, proactiveness, creativity and maximized the potential and strengths of the province, achieving many outstanding and comprehensive development results. With an open management mindset and a sustainable development perspective, the development orientation of Ninh Binh Heritage City is gradually taking shape. With nearly 60% of the area of ​​Ninh Binh - Hoa Lu urban area being the Trang An Scenic Landscape Complex (including Hoa Lu Ancient Capital) recognized by UNESCO as a World Cultural and Natural Heritage, the role of heritage is very important in orienting and shaping the development of the city and is completely consistent with the viewpoint that has been applied, utilized and implemented by developed countries in the world. At the conference to announce the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, Prime Minister Pham Minh Chinh also emphasized, affirmed and believed: "Ninh Binh will continue to develop strongly, becoming a growth pole of the southern provinces of the Red River Delta, aiming to become a civilized, modern, smart, centrally-run city with its own identity, on par with millennium heritage cities and creative cities in the world".

Based on the current situation and practical requirements, Ninh Binh province coordinated with the Vietnam Urban Planning and Development Association to organize a scientific workshop "Management and development of the UNESCO-listed ancient capital heritage city - Theoretical awareness, institutional creation and local action".

Within the framework of the Workshop, Ninh Binh province hopes that managers, scientists and delegates will pay attention and give their opinions on some key contents:

One is: Clarifying theoretical issues on heritage cities, with the trend of respecting the diversification of urban types; protecting cultural heritage and environment, natural landscapes; territorial division and cooperation; building local brands; developing tourism, heritage economy, cultural industry, green growth; building a model of rural-tolerant urban areas, urbanization adapting to the environment; increasing soft power, integrating into the national and international network of heritage cities...

Second: Identify the characteristics, structure, and functions of heritage cities and heritage economy and heritage economy for management and development.

Third: Identify the responsibilities of the subjects in preserving, restoring and promoting heritage potential, maintaining and enhancing heritage cities, and developing rapidly and sustainably based on cultural - ecological - humanistic values.

Fourth: Development orientation and solutions for managing and developing heritage urban areas in general and in Ninh Binh in particular, focusing on promoting unique values, potentials, and advantages, building a model combining conservation, restoration, and economic development of heritage, promoting green growth.

Five: Proposing mechanisms and policies for developing heritage cities in Vietnam in general and Ninh Binh in particular.

Speaking at the workshop, Mr. Hoang Dao Cuong, Deputy Minister of Culture, Sports and Tourism, emphasized: After 10 years of Trang An Scenic Landscape Complex being recognized by UNESCO as a World Cultural and Natural Heritage, the work of research, management, protection and promotion of heritage values ​​has achieved many positive results, demonstrated in all aspects such as scientific research, strengthening the organizational apparatus, propaganda and dissemination of education, training, human resource development, building and implementing mechanisms, management plans, and investing resources to protect heritage.

However, in addition to the achievements, the management and protection of Trang An World Heritage Site still faces many difficulties and challenges, requiring scientists and managers to continue to research and find solutions in the coming time. Therefore, the scientific workshop "Management and development of the UNESCO-listed ancient capital heritage city - Theoretical awareness, institutional creation and local action" will be a good opportunity to contribute the voices, experiences and wisdom of scientists and managers not only in Vietnam but also in the international community to the conservation and management of UNESCO Heritage Sites with the goal of connecting cities with World Heritage Sites in Vietnam with Heritage cities.

Comrade Tran Ngoc Chinh, Chairman of the Vietnam Urban Planning and Development Association, delivered a keynote speech at the Workshop.

In his opening speech at the workshop, comrade Tran Ngoc Chinh, Chairman of the Vietnam Urban Development Planning Association, said: As a country with a long history of development, over the years, cultural and historical values ​​in Vietnamese urban areas have been and are being preserved in a synchronous manner. However, many types of planning at different levels have been established with the goal of preservation, but there is still a lack of synchronization and limited legal effect. Regarding urban construction planning, nationwide, most cities, towns and townships have been and are being established but only focus on the purpose of serving the management of investment in urban development and construction, while the criteria for evaluating, identifying and preserving cultural and historical values ​​have only been stated in general, while for urban areas to have their own identity, this needs to be considered an important criterion, creating a unique feature for each urban area.

Planning for a heritage site is of a specific nature, requiring a new approach, integrating functions in the planning process to transform heritage capacity into new growth drivers.

Emphasizing that Ninh Binh has competitive advantages and distinct potential in the Red River Delta region, the Chairman of the Vietnam Urban Planning and Development Association said that Heritage is the driving force and new potential for Ninh Binh to develop. In order for Ninh Binh to move towards a millennium heritage city, a new approach is needed to ensure that the city develops according to the set vision and goals. It is necessary to identify architectural and planning factors that cannot be changed and architectural and planning factors that can be changed during the urban development process. Policy making must provide a consistent strategy so that development does not affect the environment and landscape. In management, it is necessary to treat existing natural resources with caution and responsibility to ensure current and future development.

After the opening of the Workshop, in the morning, delegates discussed 2 topics: Topic 1 on Management and Development of the UNESCO-listed Ancient Capital Heritage City; Topic 2: Theoretical Awareness. In the afternoon of the same day, Topic 3: Institutional Creation; Topic 4: Local Action.
