Determine the progress and resources for implementing projects; develop policies and solutions to attract resources to implement the Provincial Planning.
Prioritize the implementation of infrastructure projects that create great spillover effects.
According to the Decision, regarding public investment projects: Prioritize the implementation of infrastructure projects that create great spillover effects, especially the province's strategic transport infrastructure, ensuring synchronization, modernity, and comprehensiveness, promoting regional and intra-regional connectivity associated with the Moc Bai - Ho Chi Minh City - Bien Hoa - Vung Tau economic corridor; strengthen East-West connectivity with Binh Duong, Binh Phuoc, Long An; urban technical infrastructure in three development regions and four dynamic axes identified in the Provincial Planning; infrastructure for healthcare, education, science, technology and innovation, culture, sports, and social security; information, communication, and digital transformation infrastructure to attract investment capital sources, ensuring a reasonable and effective investment structure.
Continue to prioritize investment in completing irrigation, water supply and drainage infrastructure to meet the needs of socio-economic development, ensure social security, national defense, security, natural disaster prevention and control, and respond to climate change.
For investment projects using capital sources other than public investment capital: Invest in completing the province's infrastructure to promote the investment efficiency of infrastructure projects that have been and are being implemented using public investment capital. Attract investment to expand and improve productivity and efficiency of production and business establishments in the three development regions and four driving forces of the province.
Priority sectors and fields for investment attraction include: transport infrastructure, economic zone infrastructure, industrial parks, industrial clusters; inland waterway port system, logistics infrastructure; tourism development projects; renewable energy development projects; high-tech agricultural projects; information and communication infrastructure, science, technology and innovation; water supply, drainage, waste treatment projects; healthcare, education, culture, sports, environment, urban, residential, trade and service infrastructure.
Tay Ninh is expected to need to mobilize a total social investment capital of about 628 trillion VND.
In order for the average economic growth rate in the 2021-2030 period to reach about 9.5%/year, Tay Ninh province is expected to need to mobilize a total social investment capital of about 628 trillion VND. The Decision clearly states that relevant ministries and ministerial-level agencies, according to their assigned functions and tasks, are responsible for guiding the People's Committee of Tay Ninh province in the process of implementing this Plan; if necessary, coordinate with the People's Committee of Tay Ninh province to study, develop or submit to competent authorities to issue a number of appropriate mechanisms and policies to mobilize and effectively use resources to successfully implement the goals in the Provincial Planning.
Tay Ninh Provincial People's Committee: Responsible for: (i) the accuracy of the contents, information, and data in the dossier submitted for approval of the Plan to implement the Tay Ninh Provincial Planning for the period 2021-2030, with a vision to 2050; Organize the dissemination of the contents of the Planning and the Plan to implement the Tay Ninh Provincial Planning for the period 2021-2030, with a vision to 2050 to all levels, sectors, cadres, civil servants, public employees, and people in the province to know, understand, and clearly perceive the role and importance of the Provincial Planning, creating a unified foundation of awareness about the vision, goals, and development orientation of Tay Ninh province for the period 2021-2030, with a vision to 2050.
At the same time, research, develop and promulgate according to authority or submit to competent authorities for promulgation of mechanisms, policies and solutions to implement the tasks identified in the Provincial Planning Implementation Plan.
