On July 20, Mr. Bach Van Manh - Director of Dak Lak Department of Home Affairs - said that he had requested the People's Committee of Buon Don district to review and pay seniority allowances to teachers in this border district.
Why have 164 teachers not received seniority allowance?
Previously, when seeing many teachers recruited to teach in Buon Don district being paid seniority allowances according to Decree 77 dated August 1, 2021 of the Government on seniority allowances for teachers, many teachers recruited in 2020 questioned.
Ms. TT, a teacher at a kindergarten in Ea Wer commune (Buon Don district), said that in 2010, she was recruited to teach on a contract basis and paid social insurance. In June 2020, the People's Committee of Buon Don district issued a decision to recruit her into the payroll. However, Ms. T. was not entitled to seniority allowance for the previous 10 years of teaching.
Ms. T. went to the district People's Committee to ask. "At that time, the district said we were not eligible. However, studying Decree 77, I and other teachers who started teaching under contract at the same time were eligible for this policy," Ms. T. said.
According to Ms. T., the district recently issued a document "correcting mistakes", announcing that teachers who signed contracts in 2020 will receive back-pay for seniority in the near future.
"We are very happy and looking forward to the policy and benefits being resolved," Ms. T. said excitedly.
A decision on teacher pay will be made next week.

Regarding this, Mr. Nguyen Huu Truyen - Head of the Department of Internal Affairs of Buon Don district - said that from 2020 to now, the district has had 2 rounds of teacher recruitment. In 2020, 164 teachers were recruited, and in 2023, 51 more people were recruited.
Teachers recruited in 2023 are currently receiving seniority benefits according to Decree 77 as usual. The 164 teachers recruited in 2020 have not received them yet due to local shortcomings as well as unclear and overlapping related documents.
At that time, the district sent a document to the Department of Home Affairs to ask about the time and duration of calculating the seniority allowance for teachers and received a response document, which stated: "Cases that are under contract within the payroll quota but have not been recruited are not entitled to seniority allowance for teachers".
Mr. Truyen said that at that time, the district understood that only teachers who were on the payroll could receive seniority allowance. Later, the Dak Lak Department of Home Affairs also sent a document to the Department of Teachers (Ministry of Education and Training) and received the reply: "The time to calculate the seniority allowance for teachers is determined by the total time of teaching and education with compulsory social insurance contributions in educational institutions".
After receiving the document from the Department of Teachers, the district reviewed from the end of April 2024 to implement the payment of seniority allowances for teachers.
"The district has met and agreed that next week there will be a decision to recognize the payment of allowances for 164 teachers who signed contracts in 2020. However, we still have to wait for the district to request funding before we can make a decision to pay each teacher," Mr. Truyen informed.
