Also attending were members of the Provincial Party Standing Committee; leaders of the Provincial People's Council, People's Committee, National Assembly Delegation, Vietnam Fatherland Front Committee; former leaders of the province and Kim Son district through the periods; leaders of departments, branches, districts and cities of the province.
At the meeting, delegates reviewed the history of formation, glorious revolutionary tradition and outstanding achievements of Kim Son district.
Kim Son district was established in the year of Ky Suu, the 10th year of Minh Mang's reign (April 5, 1829); it was the result of a large-scale coastal land reclamation by Dinh Dien Su Nguyen Cong Tru.
In the history of the struggle for national independence, generations of Kim Son people have always upheld the spirit of patriotism, wholeheartedly following the Party and Uncle Ho, fighting bravely and steadfastly, winning many glorious victories. The most notable milestone is June 30, 1954, when Kim Son district was completely liberated.
Through two resistance wars against French colonialism and the US to save the country, many individuals and groups of the district were awarded the title of Hero of the People's Armed Forces, Heroic Vietnamese Mother and nearly 20,000 orders and medals of various types.
In the renovation process, the Party Committee, government and people of Kim Son continue to unite and achieve many important results in many fields. Currently, Kim Son district has a natural area of nearly 240km2 (4 times larger than the area when it was first established), has 25 communes and towns with a population of 200,000 people.
Party building and political system building have been focused on, with synchronous and comprehensive leadership and direction. The economy has maintained a fairly high growth rate (over 7.5%).
In 2023, the total budget revenue in the district will reach over 254 billion VND; the value of 1 hectare of cultivated land will reach nearly 200 million VND/year; the average income per capita of the whole district will reach 61 million VND/person/year; the poverty rate will be 2.71%, and the near-poor rate will be 3.24%.
The district will meet the new rural standards in 2022 according to the National criteria for the period 2021-2025. Culture and society have made many advances, people's lives are stable, and many aspects have been improved. Local defense has been strengthened, political security, and social order and safety have been maintained.
With many outstanding achievements in recent years, the Party Committee, People and armed forces of Kim Son district have been awarded many noble titles such as: Hero of the People's Armed Forces; Third-class Independence Medal; Second-class Labor Medal.
Speaking at the meeting, comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged, congratulated and commended the achievements of the Party Committee, government and people of Kim Son district over the years.
Emphasizing the general strategic goals and tasks of the province in the coming time, the Standing Deputy Secretary of the Provincial Party Committee hoped that the Party Committee, army and people of Kim Son district would focus on performing well the political tasks of the district, upholding the aspiration for development, breaking through and rising up, with the courage and spirit of the people of the land that has gone through 9 times of dyke construction to reclaim the sea.
The Standing Committee of the District Party Committee and the District Party Executive Committee focused on directing all aspects of work, striving to complete and exceed the goals and tasks set out in the Resolution of the 24th District Party Congress for the 2020-2025 term, creating a stronger momentum and breakthrough in the 2025-2030 term.
Continue to innovate leadership methods, promote Party building and rectification and a clean and strong political system; focus on completing the work of arranging commune-level administrative units in the district for the 2023-2025 and 2025-2030 periods. Prepare well the conditions to successfully organize Party Congresses at all levels in the district for the 2025-2030 term.
Focus on effectively implementing Resolution No. 11-NQ/TU, dated June 26, 2022 of the Provincial Party Committee on sustainable development of Kim Son marine economic zone, period 2022-2030; research and propose key policies and solutions to build and develop Kim Son sea area to become an economic corridor, a new growth driver of the province.
Focus on implementing plans approved by competent authorities; strengthen investment promotion and mobilize resources for development investment, in line with the province's strategy. Continue to closely follow and proactively participate with the province in the process of building synchronous infrastructure. Focus on finding and creating new growth capacities and drivers.
Restructuring the agricultural sector towards ecological, organic, multi-value orientation associated with the development of agricultural tourism; promoting small-scale handicraft industries which are the strengths of the district; building a number of key products with the Kim Son brand, especially specialty rice, aquaculture and seafood.
By 2025, Kim Son strives to have at least 50% of its communes recognized as advanced new rural communes and model new rural communes; gradually completing the criteria of advanced new rural districts and model new rural districts.
Along with economic development, Kim Son district needs to pay special attention to better care for the building of the spiritual and cultural life of the people; preserve and promote good traditional cultural values, making traditional values a spiritual driving force to build the locality to develop more and more sustainably.
Effectively implement poverty reduction, ensure social security, and care for people's lives. Strengthen local defense and military work, build the district into a strong defense zone; maintain political security, social order and safety, and ensure safety in coastal border areas.
Do a good job of receiving citizens and resolving complaints and denunciations. Promote the tradition of solidarity between religions, orient and encourage people of all religions to accompany the nation, join hands to build the homeland and country to become more and more prosperous and civilized.
On this occasion, Senior Lieutenant General Tran Quoc To, Deputy Minister of Public Security and Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council presented flowers to congratulate the Party Committee, government and people of Kim Son district on the occasion of the 195th anniversary of the district's founding (April 5, 1829 - April 5, 2024) and the 70th anniversary of the district's liberation (June 30, 1954 - June 30, 2024).
