At the end of the first quarter of 2025, Dam Ha district has had positive and quite comprehensive movements in the socio-economic fields. Each key task is carried out with the highest responsibility and determination, creating a solid foundation for completing the goals of the whole year.
Right from the beginning of the year, Dam Ha district has urgently embarked on implementing tasks with many synchronous solutions, aiming to mobilize all resources to promote socio-economic development. Thanks to that, in the first quarter, the local economic growth picture has many bright spots.
Specifically, the total value of agricultural, forestry and fishery production reached 910 billion VND, equal to 21.7% of the annual plan; the value of industrial, handicraft and basic construction production reached 867.47 billion VND, equal to 23.5% of the plan; the total turnover of goods and service revenue reached 943.8 billion VND, equal to 25.3% of the plan. These indicators all increased by 25-30% over the same period in 2024. Local budget revenue reached 10% of the provincial estimate, equal to 9% of the district's estimate for the whole year. Of which, land use fee revenue reached 3.7 billion VND; taxes, fees and other revenues reached 12.1 billion VND; commune revenue reached 21% of the assigned estimate.
Administrative reform, digital transformation, improvement of the investment and business environment, investment attraction, planning, land, site clearance, and environmental resources continued to be strengthened. In the first quarter, the district established 6 new enterprises and 2 new cooperatives. The district focused on implementing key projects, such as site clearance to soon start the Dong Dam Ha B Industrial Park project; approved the detailed construction plan at a scale of 1/500 of the Nui Cuong Island Resort and Golf Course in Dai Binh commune ( Decision No. 156/QD-UBND, dated January 23, 2025) .
Agencies, units, and local authorities improve the quality of coordination and effectively implement the plan for the new rural construction program and the OCOP program in the district in 2025. Production facilities continue to complete the exam and re-exam documents to obtain OCOP product certification in 2025 according to the province's instructions.
To achieve the above important results, Dam Ha has resolutely directed the implementation of key tasks of socio-economic development in accordance with the 2025 working theme of the district and the province. Special attention is paid to site clearance and public investment disbursement; regularly following the grassroots to check the progress, resolve difficulties and obstacles of key projects in the area.
The district has also welcomed and worked with investors who came to learn and research investment in the area; organized delegations to exchange and learn experiences in Nghe An province on developing high-tech agricultural zones and concentrated fruit tree planting. At the same time, drastic solutions have been implemented to increase revenue, prevent budget losses; promote comprehensive digital transformation, administrative reform, improve the investment and business environment...
Along with the bright spots in the economic growth picture, the cultural and social fields also have many positive changes. In particular, the work of preserving and promoting cultural values and building cultural life continues to be valued, social security is taken care of, and people's lives are stable. In the first quarter, Dam Ha district focused on directing the implementation of method innovation, improving the quality of comprehensive education at all levels; focusing on reviewing upgrading and repairing works according to the Project on renovating, repairing, upgrading and completing the material facilities of the education sector of Quang Ninh province, period 2022-2025. To improve the quality of health care, the district has strengthened its direction on ensuring adequate medicine needs for medical examination and treatment; completing the work of vaccination, measles and measles-rubella vaccination according to the plan and requirements of the province.
In the first months of the year, the implementation of the Central Government's policy of not organizing district-level administrative units and merging commune-level administrative units has somewhat affected the thinking of a small number of cadres, civil servants and workers. However, under the strong direction of Party committees and authorities at all levels, and the efforts of the entire political system, Dam Ha district has led and directed the implementation of political tasks, socio-economic development; maintained political security and social order and safety of the locality.
Specifically, Dam Ha district has reduced 2 specialized departments under the district People's Committee compared to before the merger, now there are 10 departments. After the arrangement, the agencies have been consolidated and put into operation, fully performing their functions and tasks, ensuring smooth coordination between units. The model of organizing multi-sectoral and multi-disciplinary management agencies, reducing focal points, and synchronizing the implementation of functions and tasks has helped reduce staff, costs, facilities and improve efficiency and the ability to implement professional tasks. The team of cadres, civil servants and public employees have all proactively strived to overcome difficulties and complete tasks at the highest level.
It can be affirmed that the impressive results Dam Ha achieved in the first quarter are the result of the efforts, determination, and drastic leadership, direction, and management of Party committees and authorities at all levels; the responsible participation of the business community and all classes of people in the district. This result will create more confidence and motivation for Dam Ha district to complete the goals and tasks set out in the coming time.
In 2025, the district has a public investment capital plan of over 410 billion VND, which is allocated in detail for 31 transitional projects and works, 11 newly started projects and 7 projects preparing for investment. The locality is determined to disburse 100% of the capital plan as soon as possible to increase the local economic growth rate, thereby creating economic growth momentum for other sectors and fields, contributing to completing the district's economic growth plan in 2025 of over 18%. |
