To concretize Resolution No. 20-NQ/TU dated November 27, 2023 of the Provincial Party Committee in conjunction with the 2024 working theme "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity" in accordance with the characteristics of the local situation, in the first 6 months of the year, the socio-economic development results of Binh Lieu have had strong growth.
Effectively implementing the content of improving the quality of economic growth, in the first 6 months of the year, the total production value of Binh Lieu district is estimated at over 1,075 billion VND, equal to 100% of the scenario, equal to 113% over the same period in 2023. The economic structure continues to shift in a positive direction, increasing the proportion of tourism - services. Specifically, the service industry accounts for 56.36%, industry - construction accounts for 21.02%; agriculture, forestry and fishery account for 22.62%. In particular, import-export activities increased sharply with an estimated import-export turnover of 67.6 million USD, an increase of 46.07% over the same period.
Transport infrastructure continues to receive attention, investment and upgrading, not only serving the production, transportation and exchange of goods of the people, but also aiming to meet the needs of developing the border gate economy and tourism economy; creating momentum for the two bright spots of Binh Lieu's economy to continue to break through. By the end of June 2024, the locality will basically complete the renovation and upgrading of the inter-commune road of Huc Dong - Dong Van - Cao Ba Lanh connecting with National Highway 18C and the inter-commune road of Luc Hon - Dong Tam - Hoanh Mo with a total length of 55.87km. The project is expected to be handed over in 2024.
The effectiveness of improving the quality of economic growth is clearly demonstrated in the capacity of management, administration, administrative reform, and improvement of the investment and business environment. Based on the rankings of DDCI, PAR Index, SIPAS, DGI and DTI indexes in 2023, Binh Lieu district continues to research, make in-depth assessments, and promote the implementation of solutions to maintain high-ranking indexes and improve those with modest positions. The rate of timely settlement of administrative procedures at the district and commune levels reaches 100%; the district completes 6/30 digital transformation targets in 2024; district and commune authorities regularly update information on the official zalo digital government portal (OA) to update information as quickly as possible to people and businesses.
In order to concretize the task of "Developing culture and people rich in Quang Ninh identity", Binh Lieu is a bright spot in the whole province. In the first half of 2024, the district organized a ceremony to receive the certificate of recognition of the folk performing art of singing "song co" of the San Chi people in Quang Ninh province as a National Intangible Cultural Heritage; organized the Then Heritage Festival and the scientific workshop "Preserving and promoting the heritage of Then singing in the context of developing community tourism"; maintained the organization of traditional festivals such as Luc Na Communal House Festival, Soong Co Festival, and Wind Abstinence Festival; established and maintained the activities of traditional art clubs, and the wearing of traditional costumes every Monday and Friday at schools and workplaces...
Promoting the implementation of the annual work theme and Resolution No. 17-NQ/TU dated October 30, 2023 of the Provincial Party Committee on building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development, the district devotes resources, focuses on building and developing Binh Lieu's culture and people to develop comprehensively, closely and harmoniously between traditional and modern values; developing culture and people, associated with tourism and service development. In the first 6 months of the year, Binh Lieu welcomed 80,000 visitors, with tourism revenue estimated at 72 billion VND.
Evaluating the results of cultural development associated with tourism in the first 6 months of the year, Head of the Department of Culture and Information of Binh Lieu district Mac Ngoc Diep said: To achieve the goal of welcoming 250,000 visitors according to the district's plan, in the last months of the year, the Department of Culture and Information will advise on exploiting 2 new tourism products, including trekking in Dong Van commune and San Chi women's football in Huc Dong commune; innovating and enriching activities in the Culture - Tourism Week, Golden Season Festival, So Flower Festival in 2024 associated with celebrating the 105th anniversary of the district's founding; exploiting new tourism opportunities opening up when Hoanh Mo (Vietnam) - Dong Trung (China) officially become a pair of bilateral border gates, building tourism promotion programs through the border gates. In addition, speeding up the implementation plan of the project to preserve and promote traditional cultural values of the Tay, Dao, and San Chi ethnic groups associated with tourism development.
