Deputy Minister of Agriculture and Rural Development Hoang Trung emphasized the above when speaking at the Conference on implementing the project "Improving soil health and plant nutrition management to 2030, vision to 2050" held on October 18.

Necessary and timely project

On October 11, 2024, the Ministry of Agriculture and Rural Development officially approved the project "Improving soil health and plant nutrition management by 2030, vision to 2050". The project was born with the goal and expectation of helping to stabilize and improve the health of cultivated soil on the basis of effective plant nutrition management to limit soil degradation, increase added value per unit area of ​​cultivated land, contributing to the development of green, sustainable, low-carbon agriculture and adaptation to climate change.

Associate Professor, Dr. Vu Nang Dung - Chairman of the Vietnam Soil Science Association stated that adding and enhancing organic matter to the soil is a necessary and long-term task. Mr. Dung assessed that the project "Improving soil health and plant nutrition management by 2030, vision 2050" is very timely.

“We want to have a national program to improve soil health in conjunction with crops. If the soil is healthy, food production will be safe, people will be healthy and the next generation will also be healthy. This is a long-term, continuous job,” emphasized the Chairman of the Vietnam Soil Science Association.

Sharing the same view, Associate Professor Dr. Nguyen Van Bo, former Director of the Vietnam Academy of Agricultural Sciences, said: Land is the subject of management of many ministries and branches. Land is not only related to crops but also plays an important role in many social fields.

Experts and scientists attending the conference also emphasized the necessity of the Project. It is expected that the project will contribute to increasing land use value, effectively managing crop nutrition, thereby contributing to the restructuring of the agricultural sector and building new rural areas, successfully implementing the National Strategy on Green Growth and Sustainable Development for the period 2021 - 2030, with a vision to 2050.

Synchronize solutions

According to Associate Professor, Dr. Tran Minh Tien - Director of the Institute of Soil and Fertilizers, in order for the Project "Improving soil health and plant nutrition management to 2030, vision to 2050" to come into practice, it is very important to approach opinions from management agencies and land users. From there, a common management framework is established to coordinate activities and policies, ensuring consistency when applied in practice.

On that basis, the Director of the Institute of Soil and Fertilizers proposed that the Ministry of Agriculture and Rural Development create favorable conditions for the Institute to coordinate with the Department of Industrial Science, the Department of Crop Production and the Department of Plant Protection to establish a joint executive board to seek information and allocate tasks reasonably.

Meanwhile, Dr. Nguyen Dang Nghia, former Director of the Southern Center for Soil, Fertilizer and Environment Research, said: currently, 6 sets of organic fertilizer formulas have been drafted, however, the procedures for testing organic fertilizer formulas in Vietnam are still limited, the processing time is long, the cost is high and the process is complicated.

This makes businesses, especially small ones, hesitant and hinders the sustainable development of the organic fertilizer industry. Therefore, Mr. Nghia hopes that the Ministry of Agriculture and Rural Development will strongly support the policy mechanism and procedures, thereby encouraging more businesses to participate in contributing to the Project.

Speaking at the conference, Deputy Minister of Agriculture and Rural Development Hoang Trung emphasized: soil is a special means of production, the home of ecosystems. Therefore, soil health is an issue of concern for both Vietnam and many countries around the world.

Currently, the average land area per capita is low; combined with intensive farming practices, monoculture, unbalanced use of fertilizers and pesticides; soil pollution due to the development of industrial zones and craft villages; the impact of climate change leading to drought, salinity intrusion, acidification... have seriously degraded soil health.

Deputy Minister Hoang Trung highly appreciated the opinions presented at the conference, and at the same time suggested that the Drafting Committee of the Project should have a specific roadmap and clearly assign responsibilities to each locality. After that, the process needs to be summarized and summarized to identify difficulties and find solutions. The Ministry of Agriculture and Rural Development assigned the Plant Protection Department to participate in developing this detail. After that, the Ministry will organize to listen to public opinions before officially issuing it.

Deputy Minister Hoang Trung also assigned the Department of Crop Production to coordinate with the Plant Protection Department to carefully evaluate each land series in each locality, thereby building a set of criteria to evaluate which land is suitable for which plants. This will also contribute to changing farming practices in a positive direction.

 

Regarding the Project on the development and use of organic fertilizers, Deputy Minister of Agriculture and Rural Development Hoang Trung said: It has been implemented since 2017 and has had many practical changes. In 2023, the amount of organic fertilizer put into use is 3 million tons, compared to a total of 7 million tons of organic and inorganic fertilizers. This figure shows that organic fertilizers are being used more. Deputy Minister Hoang Trung agreed with the proposal of the delegates to upgrade the Project to submit to the Government for signing and promulgation.
