NDO - On the afternoon of April 17, the People's Committee of Son La city, Son La province held a meeting to inform about the safety assurance plan in the construction of the Hoang Quoc Viet-Me Ban-Tran Dang Ninh route.

The meeting was attended by representatives of 149 households and individuals residing in Group 2, 3 and Buon village, Chieng Coi ward, Son La city. These are households affected by the construction of the Hoang Quoc Viet-Me Ban-Tran Dang Ninh road, Son La city.

The project has a total investment of 160 billion VND, implementation period from 2021-2025, using land use fee revenue and additional budget balance source of Son La province.

Son La City People's Committee was assigned as the project investor and construction contractor. The winning bidder was the joint venture of Kinh Do Commercial Construction Company Limited - Kim Son Commercial Construction Company Limited - Construction Investment and Construction Joint Stock Company 468.

Leaders of Son La City People's Committee responded to people's opinions.

The project has a total route length of 754m, starting from December 20, 2022. Up to now, the construction has reached an estimated 60% of the roadbed volume and the remaining volume is about 80,000m3 / 210,000m3 of rock.

According to local residents, the blasting process of the project has generated dust, noise, and vibration, affecting the houses and lives of residents in neighboring residential areas.

Some houses of the people have cracks in the walls, beams, columns, rolling stones, and flying rocks. Most recently, on April 11, when the mine exploded, it caused a lot of dust and the impact of rolling rocks on residential areas, causing public outrage.

At the information meeting there were also representatives of central and local press agencies.

At the meeting, representatives of affected households reflected on issues during the project construction process regarding smoke, dust, and the scope of project impact, and requested clarification of which unit is responsible for compensation.

Immediately after receiving the information, on April 12, the Son La City Construction Investment Project Management Board requested a temporary halt to the project's blasting to review, evaluate, and agree on construction measures to minimize impacts on people; organized meetings with people in the project area to record and assess the level of impact on each household in the area due to the project's impact; organized work with relevant departments and branches to discuss and propose blasting construction plans, safe construction, and environmental protection.

Representatives of households in areas affected by the project spoke and proposed many ideas.

Concluding the meeting, Mr. Do Van Tru, Chairman of Son La City People's Committee, emphasized: The main responsibility belongs to the contractor; the funding source is paid by the contractor; the State agency acts as an intermediary.

The Chairman of the People's Committee of Son La City also requested that the units not wait until the project is completed to support the people, but must start right now to evaluate and propose solutions, ensuring fairness, objectivity, and stabilizing the lives of the people. We hope that the households will continue to agree, support, and share so that the city can complete the project implementation.

Currently, the project has been announced to stop for review and assessment of the impact. After today's meeting, there will be a written commitment from the construction units on the progress. The support fund will be accurately informed after synthesizing, assessing and determining the impact factors.

Many people around the project area expressed concern about the use of explosives in residential areas.

The guiding viewpoint from now until the completion of the project is to comply with and fully implement regulations on construction quality management and blasting measures. Clearly assign responsibilities to officers in charge of daily project management and supervision, so as not to continue to affect the lives of the people.

Mr. Do Van Tru also emphasized that he will direct units and enterprises to regularly update and summarize the impact and influence of the project on people's lives. Ensure the safety of people's lives and property, and ensure the environment during project implementation. When the implementation of the policy ends at the district level, the city will hand over the status quo and unfinished tasks to the commune level to receive and continue implementing the tasks.
