The concentration and accumulation of land in Huong Son (Ha Tinh) will form large-scale production areas, contributing to accelerating the implementation of solutions to restructure the agricultural sector.

11 hectares of rice fields in Sao Nha area (Tuong Son village, Son Ham commune) is the place chosen as the first point in implementing the policy of land concentration in Huong Son district from June 2023 to present. However, this is a place that challenges the will and determination of the leaders of Son Ham commune when they have to complete the task by the end of September this year.
This land is owned by 80 households, many of which have 4-5 small plots located in different locations and quite far from each other. On the other hand, the "skew" of the field surface is quite large from 80cm - 1m, making the leveling work time-consuming and costly.
"Meanwhile, the fear of conversion has been deeply rooted in most of the people here. Especially when implementing the land consolidation work, people were forced to stop summer-autumn production (average yield reached 4 tons/ha), which greatly affected the interests of the people, so everyone opposed it" - Head of Tuong Son village, Son Ham commune - Luong Van Bang said.
The unevenness of the rice fields in Tuong Son village, Son Ham commune makes leveling take a lot of time and money.
Selected as a pilot, the leaders of Huong Son district had great consideration and expectation for success, so no matter how difficult it was, Son Ham commune could not stop. Therefore, after dozens of meetings discussing the demolition of small plots and the formation of large plots, mentioning that this was a major policy, bringing practical and effective benefits, the people went from being opposed and skeptical to all agreeing to stop summer-autumn production, signing a commitment with the commune government to implement it.
After the consensus of the people, Son Ham commune signed a contract with a number of enterprises to speed up the progress of leveling the fields, digging and building 2km of new internal roads, and building nearly 300m of hard canals. The total investment cost after completion is 2.5 billion VND.
According to Mr. Phan Xuan Hai - Chairman of Son Ham Commune People's Committee, the workload has now reached over 60%. The commune is striving to hand over the clean land to people for spring crop production by October 1.

Compared to Son Ham, Quang Diem commune joined the project a bit later (August 2023). Because the area focused on conversion (more than 10 hectares in Dong Son village) is quite flat, the land consolidation is profitable and has low costs. Moreover, each year, households in Dong Son village only produce one crop (spring crop), not summer-autumn crop due to lack of water, so the construction process is going smoothly. Up to now, 208 scattered plots in this area have been concentrated into 110 plots.
Mr. Nguyen Van Thu - Vice Chairman of Quang Diem Commune People's Committee said: "After more than 1 month of construction, the locality has just paid about 100 million VND to level the ground and divide the plots. The internal roads and canals made of soil will be completed in just 5-7 days. It is expected that by the end of September, the government will also hand over the land for people to produce the spring crop."
Land accumulation area in Dong Son village, Quang Diem commune
Similar to Quang Diem commune (no summer-autumn production), An Hoa Thinh commune has been implementing land consolidation since June 15 in 2 villages Sam Con and Nay with an area of 11.4 hectares. These 2 villages have 98 households, of which the smallest household has a production area of 500m2 , the largest household has 3,000m2 . In particular, there are households with 4-5 plots of land very far from each other, so after a meeting to discuss and reach an agreement, the commune asked the households to sign a commitment to implement, all the people agreed. Up to now, the work volume of breaking down small plots to form large plots in An Hoa Thinh commune has reached over 90%.
“Up to this point, the commune has spent 400 million VND to complete the land leveling and excavation of an internal road of more than 2km. The canal system is dug and filled with soil, so the construction is very fast. By the end of September 2023, the commune will hand over the land for people to deploy spring crop production” - Chairman of An Hoa Thinh Commune People's Committee - Nguyen Huu Dong affirmed.
11.4 hectares in Sam Con village and Nay village, An Hoa Thinh commune will be divided into 11 large plots.
Referring to the implementation of the policy of land consolidation in Huong Son district, Vice Chairman of the District People's Committee Nguyen Kieu Hung said: After the 3 localities complete land consolidation, except for some communes with small areas and large slopes such as Son Hong and Son Linh, the remaining localities will also simultaneously implement it.
Among these communes, many are focusing on building new advanced rural areas, so the district's viewpoint is to integrate support policies to reduce the financial burden for localities. The concentration and accumulation of land in Huong Son will form large-scale production areas, contributing to accelerating the implementation of solutions to restructure the agricultural sector.
