Ha Tinh's latest instructions on reviewing and classifying party members

The Standing Committee of Ha Tinh Provincial Party Committee has just issued Instruction No. 01-HD/TU on a number of contents on annual quality review, assessment and classification of collectives and individuals in the political system in the province.

Accordingly, based on Regulation No. 124-QD/TW dated October 4, 2023 of the Politburo on annual quality review, assessment and classification of collectives and individuals in the political system; Instruction No. 25-HD/BTCTW dated November 10, 2023 of the Central Organizing Committee on a number of contents on annual quality review, assessment and classification of collectives and individuals in the political system; based on Regulation No. 11-QD/TU dated December 20, 2021 of the Provincial Party Standing Committee on decentralization of cadre management and appointment and introduction of candidates; The Provincial Party Standing Committee provides specific guidance on a number of contents in addition to those clearly stipulated in Regulation No. 124-QD/TW and Instruction No. 25-HD/BTCTW.

Accordingly, Instruction No. 01-HD/TU stipulates more clearly the subjects of review (Article 5, Regulation 124-QD/TW and Clause 1, Instruction 25-HD/BTCTW); review content (Article 6, Regulation 124-QD/TW); review method (Article 7, Regulation 124-QD/TW); evaluation criteria framework (Article 10, Regulation 124-QD/TW); classification criteria (Article 12, Regulation 124-QD/TW); responsibilities and authority in evaluation and classification (Article 13, Regulation 124-QD/TW).

Instruction No. 01-HD/TU also clearly stipulates some other contents such as: Party cells with party cells can review party members in the party cells, then summarize the results and report them to the Party cell for the Party cell to evaluate and classify party members; Party cells directly under the Party Committee of a department review party members in the Party cell, then summarize the results and report them to the Party Committee of the department to evaluate and classify party members; Party committees of departments and Party cells directly under the grassroots Party Committee synthesize and propose the classification results for each party member for the grassroots Party Committee to consider and decide. For grassroots Party cells, the Party cell decides to classify the quality of party members.

The annual review of collectives and individuals and the evaluation, classification and reward of party organizations, party members, collectives and individual leaders and managers at all levels at the grassroots level must be completed before December 5 every year. The upper-level level; party delegations, party executive committees; departments, branches, sectors, the Fatherland Front and socio-political organizations at the provincial level; agencies, public service units and enterprises under the province must complete and report to the Standing Committee of the Provincial Party Committee before December 15 every year. The provincial level must complete before December 31 every year.
