1. Instructions on how to retrieve VNeID password
If the user unfortunately forgets the VNeID password, they can retrieve the VNeID password using the following steps:
- Step 1:
Open VNeID application.
- Step 2:
Select “Forgot Password”.
- Step 3:
Enter your personal identification number and phone number as required. Then select "Submit request".
- Step 4:
Enter:
+ Full name at birth.
+ Date of birth.
+ Date of issue of CCCD card.
Then select "Continue"
- Step 5:
After selecting “Continue” in step 4, the application will send an OTP code to your phone number. Enter the OTP code to continue.
- Step 6:
Reset your new password according to the application's prompts. Then select “Confirm”.
- Step 7:
After setting the password, the application will display a successful password setup notification. You can use that new password to log in to VNeID.
2. Some regulations on electronic identification accounts
2.1. What is an electronic identification account?
An electronic identification account is a collection of usernames, passwords or other forms of authentication created by an electronic identification and authentication authority.
In addition, VNelD is an application on digital devices; “dinhdanhdientu.gov.vn”, “vneid.gov.vn” are electronic identification information pages created and developed by the Ministry of Public Security to serve electronic identification and electronic authentication activities in handling administrative procedures, public administrative services and other transactions in the electronic environment; developing utilities to serve agencies, organizations and individuals.

2.2. Subjects granted electronic identification accounts
- Vietnamese citizens aged 14 years or older; Vietnamese citizens who are under 14 years old or are under guardianship must register under the electronic identification account of their parents or guardians.
- Foreigners aged 14 years or older entering Vietnam; foreigners under 14 years of age or under guardianship must register under the electronic identification account of their parents or guardians.
- Agencies and organizations established or registered to operate in Vietnam.

2.3. How many levels of electronic identification accounts are there?
According to Article 12 of Decree 59/2022/ND-CP, electronic identification accounts have 2 levels: level 1 and level 2.
- Level 1 electronic identification accounts of Vietnamese citizens include the information specified in Clause 1 and Point a, Clause 2, Article 7 of Decree 59/2022/ND-CP.
Level 1 electronic identification accounts of foreigners include the information specified in Clause 1 and Point a, Clause 2, Article 8 of Decree 59/2022/ND-CP.
- Level 2 electronic identification account of an individual includes the information specified in Article 7 or Article 8 of Decree 59/2022/ND-CP.
- The organization's electronic identification account includes the information specified in Article 9 of Decree 59/2022/ND-CP, which is a level 2 electronic identification account.
2.4. Terms of use of electronic identification account
Electronic identity subjects using electronic identity accounts must comply with the following regulations:
- Do not use electronic identification accounts for activities or transactions that are contrary to the provisions of law; infringe upon security, national defense, national interests, public interests, rights and legitimate interests of organizations and individuals.
- Do not interfere with the operation of the electronic identification and authentication system.
