On the afternoon of February 11, continuing the program of surveying the expressway connecting routes, the provincial working delegation led by Vice Chairman of the Provincial People's Committee Hoang Van Thach inspected the construction progress, site clearance, and construction of resettlement areas serving the Dong Dang - Tra Linh Expressway Construction Investment Project; working with the two districts of Thach An and Quang Hoa.
In Quang Hoa district, the inspection team inspected the construction progress of the resettlement area in Hoa Thuan town and two construction sites at IC05 intersection, Lung Luong hamlet, Hanh Phuc commune; Km 79+600, Na Da hamlet, Hoa Thuan town, these are locations with high, steep terrain, large volume of earth and rock excavation. The district has 75 households subject to relocation and resettlement. Currently, 62 households have completed the assessment, 13 households are in the route adjustment section. Over 129 billion VND has been paid; 56/65 households have received compensation; 35 households have built new houses.
The district recommends: Early approval of technical design documents for the route adjustment sections so that the district can carry out work related to site clearance and compensation, ensuring 100% handover of clean land to project enterprises as planned.
In his concluding remarks, Vice Chairman of the Provincial People's Committee Hoang Van Thach acknowledged and commended the district's efforts in site clearance and resettlement, which have achieved positive results and marked changes compared to the previous inspection. He emphasized the order of Prime Minister Pham Minh Chinh to strive to complete the first phase of the technical route by the end of 2025, and requested the locality to continue promoting propaganda work, increase direct work with the people, flexibly and effectively apply legal regulations to resolve the people's legitimate and legitimate petitions. Speed up the implementation progress, promptly complete concentrated resettlement projects; review and arrange scattered resettlement sites according to the wishes of the people so that people in the affected areas can soon stabilize their lives, to be completed in March 2025.
Focus on measuring, counting, approving plans, estimates for compensation, support, and resettlement; organize correct and full payment to households in accordance with regulations. At the same time, the district immediately carries out site clearance for excess soil and rock dumps approved by the province. The project enterprise urgently carries out procedures to apply for construction permits within the protection area of the Tien Thanh hydropower dam and reservoir, serving the construction of the Km79+250 bridge (overpass over the Bang Giang river). Construction units control the embankment to ensure the tightness of the roadbed. For bridge and culvert items on the route, it is necessary to ensure the quality of the components and the quality of the works. Deploy site clearance (GPMB) to serve the construction of phase 1 of the project.
Next, the working delegation inspected the implementation situation at 6 construction sites in Thach An district, including: IC04A intersection in Doc Lap hamlet, Le Lai commune; national highway overpass at Km63+050; Km61+695; Km61+910; Km62+455 in Tan Viet hamlet, Le Lai commune; km56-59 segment, Na Tuc hamlet, Duc Xuan commune and inspected the construction progress of the resettlement area in Dong Khe town.
Currently, Thach An district is completing the leveling work, installing technical infrastructure, electricity, water, sidewalks, and completing the resettlement area, meeting the conditions to organize resettlement for affected households that have to relocate.
With 99.78% of the route's length having been handed over in Cao Bang province, contractors have mobilized 36 construction teams including: 17 road construction teams, 15 bridge construction teams, 3 tunnel construction teams and 1 culvert construction team with 310 machines, equipment, 1,388 engineers and workers. The total output of the packages to date has reached over 1,800 billion VND, reaching 18.05% of the contract value. The work of clearing bombs, mines and explosives on the route and relocating technical infrastructure works is being actively implemented. Over 130 billion VND has been paid in compensation to affected households.
At the meeting, delegates clarified a number of difficulties and problems, and at the same time, proposed and recommended solutions to resolve them, focusing on major issues related to site clearance, especially residential land; additional site clearance area due to changes and adjustments to feasibility study documents; approval of site clearance compensation plans and estimates; change of forest use purposes; dumping sites, land sources, and relocation of technical infrastructure.
Vice Chairman of the Provincial People's Committee Hoang Van Thach emphasized the importance and special significance of the project to the province, in which the site clearance work plays a key role in the implementation progress. The district needs to focus all its heart, mind, and strength, mobilize the entire political system to participate more resolutely, remove all difficulties in site clearance related to residential land, meet each family to have specific solutions, especially in key locations, serving the construction of critical road items, national highway overpasses, bridges over rivers and streams. Speed up the approval of plans and compensation estimates to pay people; complete the entire concentrated resettlement area; arrange temporary accommodation for scattered resettled households, hand over the entire cleared site to the project enterprise in the first quarter of 2025.
