On July 6, at the Headquarters of the Government of the Russian Federation in Moscow, Senior Lieutenant General Hoang Xuan Chien paid a courtesy visit to Mr. Dmitry Chernyshenko, Deputy Prime Minister of the Russian Federation.

Senior Lieutenant General Hoang Xuan Chien emphasized that the State and Government of Vietnam always attach importance to consolidating and developing the traditional friendship and comprehensive strategic partnership with the Russian Federation, in which defense cooperation is one of the pillars. In particular, cooperation within the framework of the Vietnam-Russia Tropical Center is considered one of the symbols in the relationship between the two countries.

Deputy Prime Minister of the Russian Federation Chernyshenko affirmed that Vietnam is a long-term and reliable partner of the Russian Federation, the relationship between the two countries is based on a solid foundation of friendship and long-term, mutually beneficial cooperation. The Russian Federation is interested in promoting cooperation in many fields, especially trade and investment, science and technology, education and culture. Deputy Prime Minister Chernyshenko highly appreciated the activities of the Vietnam - Russia Tropical Center, which recently held a ceremony to celebrate its 35th anniversary (1988 - 2023) and believed that in the coming time, with achievements and breakthroughs in scientific research, the Vietnam - Russia Tropical Center will become a leading scientific research center in the region and the world.

* On July 7, Senior Lieutenant General Hoang Xuan Chien, in his capacity as Chairman of the Vietnam Subcommittee, the Intergovernmental Coordination Committee on the Vietnam - Russia Tropical Center, and Comrade Mogilevskiy Kotanstin Ilich, Deputy Minister of Science and Higher Education of the Russian Federation, Chairman of the Russian Subcommittee, co-chaired the Standing Session of the Committee.

At the meeting, the Standing Committee of the Coordination Committee of the two sides commended, acknowledged and highly appreciated the results of scientific and technological activities in the first 6 months of 2023 and the activities to build the potential of the Vietnam - Russia Tropical Center as well as the successful organization of the 35th Anniversary of the Center's Establishment and receiving the First Class Labor Medal.

Regarding the Development Strategy of the Vietnam - Russia Tropical Center to 2030, the two sides will study, review, and comment on the draft Strategy and assign the Center to absorb, supplement, and complete it for submission to the Co-Chairs of the Coordination Committee for approval at the 34th Session of the Coordination Committee.

On this occasion, authorized by the President of the Socialist Republic of Vietnam, Senior Lieutenant General Hoang Xuan Chien awarded the Friendship Medal of the President of the Socialist Republic of Vietnam to Comrade Svichit Aleksey Andreevich, Deputy General Director of the Russian side of the Vietnam - Russia Tropical Center.

* Previously, at the 6th Vietnam - Russia Defense Strategy Dialogue held on July 6, co-chaired by Senior Lieutenant General Hoang Xuan Chien and leaders of the Russian Federation Ministry of Defense, the two sides frankly discussed international and regional issues of mutual concern; assessed that since the 5th Defense Strategy Dialogue (December 2019 in Vietnam), defense cooperation between the two countries continued to be effectively implemented, in accordance with established agreements and cooperation mechanisms, especially in the fields of delegation exchange, staff training, cooperation between armies and services, cooperation within the framework of the Vietnam - Russia Tropical Center, military media cooperation, military history, etc.

To continue promoting the achieved results, the two sides agreed to continue maintaining the annual Defense Strategy Dialogue mechanism at the Deputy Minister of Defense level; promptly share views on strategic issues; exchange and agree on important policies and orientations in bilateral defense cooperation; at the same time, strengthen cooperation in the following areas: Exchange of delegations at all levels, training of high-quality human resources, exchange and sharing of experiences in military building; research to promote and expand other cooperation contents such as United Nations peacekeeping, overcoming post-war consequences in Vietnam, exchange between strategic research agencies, cyber security, logistics and technical assurance, consultation and close cooperation at multilateral forums, especially ASEAN-led mechanisms, including the ASEAN Defense Ministers Meeting Plus (ADMM+)...
