Ensuring convenient cashless social security payments
On the afternoon of May 10, the Hanoi People's Committee held a conference to review "Implementation of Directive No. 21 dated November 25, 2022 of the Prime Minister on promoting digital transformation in non-cash social security payments;
Deploying non-cash payment solutions in pension and social insurance benefits payment; Fees and charges for performing administrative procedures at one-stop-shop departments at all levels in the city.
Reporting on the implementation of Directive No. 21, the Hanoi People's Committee said that it has promptly deployed and directed the implementation of non-cash social security payments with high determination and has achieved certain results. Ensuring that non-cash social security payments for social security beneficiaries are convenient and quick.
Specifically, before January 7, 2024, out of a total of 290,651 beneficiaries of social security policies, only 73,748 people had bank accounts, accounting for 25.37%.

By the end of April 2024, the above number had increased to more than 93% with 272,253 social security beneficiaries having bank accounts.
Of these, 210,457 people received benefits through their accounts, accounting for 72.22% of the total number of beneficiaries of social security policies.
It is known that the number of banks participating in opening accounts for beneficiaries of social security policies is 41 units, including the State Bank, domestic commercial banks and foreign banks.
The cleaning of data on meritorious people and social protection subjects to update the National Population Data System also achieved many positive results. The data cleaning rate for meritorious people was 99.19%. The data cleaning rate for social protection subjects and other subjects was 99.03%.
Regarding the results of the implementation of the construction of payment cost levels for payment service organizations, the Hanoi People's Committee assigned the Department of Labor - Invalids and Social Affairs to coordinate with the Department of Finance and related units to develop a master plan for payment of social protection regimes of the City.
In which, clearly define the payment methods, expected number of payment subjects, implementation organization process, payment amount, propose payment fee level for payment service organization, for management work of state management agencies at all levels.
The payment principle will be from the city budget to support the maximum expenses arising when implementing the subsidy payment, beneficiaries of social protection policies do not have to pay any fees. Based on that, relevant units will use it as a basis to advise and report to the City People's Committee for consideration and decision to ensure synchronous implementation throughout the City.
Promote cashless payments
Speaking at the Conference, Vice Chairman of Hanoi People's Committee Ha Minh Hai affirmed that the implementation of Directive No. 21 of the Prime Minister has demonstrated the proactive, drastic and high determination of the city, together with the efforts of the Departments, branches, People's Committees of districts, towns and the active support and companionship of the people of the capital. Up to now, Hanoi has basically completed the goal of implementing non-cash payments for beneficiaries of social security policies.

In particular, the goal of implementing non-cash payment methods is set, thereby creating transparency and publicity in budget revenue and expenditure, facilitating beneficiaries, promoting digital transformation, building digital citizens and digital society.
Continue to promote measures to enhance the application of information technology and digital transformation in state management activities, organize the implementation of social policies, create conditions for people to access social services conveniently, especially non-cash payments, build and complete the social security database and connect with the National Population Database, creating convenience for the management of cases of social security policy beneficiaries.
Focus on propaganda work, promote the core role of grassroots cadres; districts, communes and wards arrange permanent units to support, exchange and answer people's questions during the implementation of the policy of cashless payment for people in the city through various forms and media; mobilize and encourage people to open accounts and register to receive social security benefits through accounts.
Promote non-cash payments in payment of benefits for people receiving social security policies, gradually reform and simplify administrative procedures and paperwork for people to access social security policies.
Along with that, continue to focus on strongly applying digital technology to implement digital transformation, promote non-cash payment solutions for public services, initially focusing on paying pensions, social insurance benefits and paying fees and charges when performing administrative procedures at one-stop departments according to the City People's Committee Plan.
At the same time, continue to implement in the fields of health, education... to contribute to limiting the amount of cash in the circulation of goods, minimizing social costs, expanding space, shortening time and communication space - towards the cashless economy of the City .
