Regarding the work of relocating, arranging and stabilizing residents in areas affected by natural disasters such as floods and landslides, Mr. Dang Van Chau, Director of the Department of Agriculture and Rural Development of Lai Chau province, informed: In recent years, the work of relocating and stabilizing residents has been basically carried out on schedule, in accordance with regulations, and in accordance with the overall planning. Thereby, helping people stabilize their lives, creating conditions for economic development, contributing to ensuring security, order and social safety. After moving to a new place of residence, people have basically stabilized their lives and production.
New residential areas have relatively synchronous infrastructure, contributing to promoting the socio-economic development of the whole region, practically serving resettlement work and making an important contribution to hunger eradication, poverty reduction and new rural construction.

Up to now, Lai Chau province has completed 9/16 projects under Decision No. 590/QD-TTg dated May 18, 2022 of the Prime Minister; 11 projects implemented under Decision No. 1719/QD-TTg dated October 18, 2022 have not been completed, because the projects are implemented during the entire period of 2021 - 2025 and completed infrastructure works before organizing the relocation of people and have relocated 330 households.
In fact, Lai Chau province has made great efforts in the work of relocating, arranging and stabilizing residents in areas affected by natural disasters such as floods and landslides, however, the implementation process still faces many difficulties and challenges; The rate of poor households in residential areas is still high compared to the general level; Some investment projects focus on site clearance work, which takes a long time, so the implementation progress is still prolonged, causing delays...

In addition, due to the impact of climate change, floods, landslides, and hail often occur; management and use after investment are still limited, and there is a lack of funding for maintenance and repair of works, affecting the efficiency of use.
More than 700 households need to be relocated
It is known that the total demand for the period 2026 - 2030 for residential areas at risk of natural disasters and landslides that need to be relocated to stabilize the population is 709 households/14 residential areas, of which about 641 households/11 residential areas are planned for the medium-term public investment plan for the period 2026 - 2030 and the Central Government is requested to arrange capital for 168 households/03 residential areas at high risk of natural disasters and in need of urgent relocation to review and supplement.

To effectively carry out the goal of relocating, arranging, and stabilizing residents in areas affected by natural disasters such as floods and landslides, functional units and localities have determined: Closely monitor residential areas at high risk of landslides, areas near rivers and streams to warn, evacuate urgently, and promptly avoid damage to people and property.
Continue to strengthen propaganda and mobilization work so that people in the resettlement area have correct awareness and comply with the policies and laws of the Party and State on resettlement work, creating high consensus and proactive coordination in organization and implementation.
Pay attention to and prioritize capital resources to stabilize residential areas, households, and individuals in areas affected by natural disasters, areas at high risk of natural disasters (landslides, subsidence, tornadoes, floods, inundation, rising water), and climate change requiring urgent relocation to safe settlements.

Lai Chau province also determined that the resettlement of residents must be carried out according to planning and plans, associated with solutions for socio-economic development, national security and defense, ensuring long-term stability conditions associated with the criteria for building new rural areas. At the same time, implementing solutions to support poverty reduction: Continue to review and promote land allocation policies for households to resettle residents, especially forestry land; support the development of agricultural production; strengthen agricultural extension activities; give priority to households to resettle residents to access unsecured loans with preferential interest rates.
Regularly check residential areas in areas at risk of natural disasters to have timely plans for resettlement and arrangement of residents to ensure the safety of people's lives and property. Organize the installation of warning signs in areas at risk of landslides to warn people to be careful when passing through affected areas.
