More than 56,000 IELTS certificates in Vietnam were issued incorrectly

The Inspectorate of the Ministry of Education and Training has just announced the conclusion of the inspection of the association of organizing exams and granting foreign language proficiency certificates with IDP Vietnam Education Company Limited.

According to the inspection conclusion, from January 1, 2022 to December 31, 2022, IDP Vietnam Education Company Limited jointly organized IELTS Test Report Form for 67,195 people, issuing 66,153 IELTS certificates. The testing locations are spread across the country, including Hanoi, Ho Chi Minh City and 16 provinces and cities.

Specifically: from January 1, 2022 to September 9, 2022, IDP Vietnam Education Company Limited has not been licensed to cooperate in organizing exams and granting foreign language proficiency certificates according to the provisions of Articles 21, 22 and 23 of Decree 86/2018/ND-CP.

IDP Vietnam Education Company Limited has cooperated in organizing exams and granting foreign language proficiency certificates with a total of 46,643 certificates, violating Point b, Clause 5, Article 6 of Decree No. 04/2021/ND-CP dated January 22, 2021 of the Government regulating administrative sanctions in the field of education.

From September 10, 2022 to November 16, 2022, IDP Vietnam Education Company Limited is not allowed to organize joint exams to grant foreign language proficiency certificates in Vietnam according to Circular No. 11/2022/TT-BGDDT, Articles 21, 22 and 23 of Decree 86/2018/ND-CP.

However, IDP Vietnam Education Company Limited has cooperated to organize foreign language proficiency certification exams with a total of 9,587 certificates, violating Point b, Clause 5, Article 6 of Decree No. 04/2021/ND-CP dated January 22, 2021 of the Government.

The inspection conclusion clearly stated that the responsibility belongs to the Director of IDP Vietnam Education Company Limited.

According to the conclusion of the Inspectorate of the Ministry of Education and Training, IDP Company organized exams and issued more than 56,000 certificates before the time the Ministry of Education and Training allowed the association. Illustrative photo.

At the same time, the Inspectorate of the Ministry of Education and Training recommends that IDP Vietnam Education Company Limited review all activities of joint examinations and issuance of foreign language proficiency certificates (mentioned above), comply with the Permission Decision of the Ministry of Education and Training as prescribed in Circular No. 11/2022/TT-BGDDT, Decree 86/2018/ND-CP; review, report to the Department of Quality Management, propose a solution for the number of foreign language certificates that the Company has jointly organized examinations and issued foreign language proficiency certificates in Vietnam without permission from the competent state management agency.

The Inspectorate of the Ministry of Education and Training also recommended that the Minister of Education and Training guide the Company in handling the above-mentioned number of foreign language certificates; strengthen the inspection and supervision of the activities of units and organizations conducting training, joint training, and granting foreign language certificates in Vietnam in accordance with legal regulations, promptly detect, handle or recommend handling of violations (if any).

On June 15, 2023, the Department of Quality Management (Ministry of Education and Training) issued Official Dispatch No. 999/QLCL-QLVBCC to the Departments of Education and Training nationwide regarding the use of certificates to exempt foreign language exams in the 2023 high school graduation exam, stating: "Candidates who have registered to take the 2023 high school graduation exam may use foreign language proficiency certificates issued after September 10, 2022 to consider exemption from the foreign language exam according to regulations".
