Kinhtedothi-On the morning of December 6, the Standing Committee of the Hanoi Party Committee held a conference of key officials across the city to deploy a political activity called "Researching, thoroughly grasping, and propagating the guiding ideology and major orientations of the Party and General Secretary To Lam on the new era - the era of national growth".
The conference was held from the Hanoi Party Committee headquarters to 747 online locations with more than 54,000 party members attending.
Attending the conference at the Hanoi Party Committee headquarters were Standing Deputy Secretary of the Party Committee Nguyen Van Phong; Member of the Standing Committee of the Party Committee, Head of the Propaganda Department of the Party Committee Nguyen Doan Toan, along with leaders of the Party Committees of the City Party Committee, departments and boards of the City People's Council, City People's Committee; full-time National Assembly delegates; leaders of departments, branches, sectors, socio-political organizations of the City, Party Committee Secretaries under the City Party Committee, etc.
The conference was broadcast online to the connecting points of departments, branches, districts, towns, city party committees, party committees under the City Party Committee; the Vietnam Fatherland Front, socio-political organizations; communes, wards and towns.
At the conference, Prof. Dr. Phung Huu Phu, former member of the Party Central Committee, former Permanent Vice Chairman of the Central Theoretical Council, former Permanent Deputy Secretary of the Hanoi Party Committee, conveyed the main contents of the guiding ideology and major orientation of the Party and General Secretary To Lam on "New Era - Era of national rise".
Strategic policies in national development
According to Professor, Dr. Phung Huu Phu, the ideology of General Secretary To Lam was unanimously affirmed by the 10th Conference of the 13th Party Central Committee, this is a new policy and orientation, with strategic vision for national development, of great political significance, which needs to be included in the 14th Congress Documents, thoroughly understood throughout the entire Party, the entire people, the entire army and implemented with high political determination.
From the above urgent requirements, Prof. Dr. Phung Huu Phu analyzed important contents related to the major policy of the Party and General Secretary To Lam on "New Era - Era of national rise". Specifically, the concepts of New Era, Era of rise; New Era, Era of rise of the Vietnamese nation.
Professor Phung Huu Phu said that the era of rising up implies creating a strong, decisive, drastic, positive movement, effort, inner strength, and confidence to overcome challenges, surpass oneself, realize aspirations, reach goals, and achieve great achievements.
The new era, the era of the Vietnamese people's rise, is the era of development, the era of prosperity under the leadership and rule of the Communist Party, successfully building a socialist Vietnam, a rich people, a strong country, a democratic, fair, civilized society, on par with the world powers. All people have a prosperous and happy life, are supported to develop and enrich themselves; contribute more and more to the peace, stability, development of the world, the happiness of humanity and global civilization.
In particular, the top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed socialist country with high income; strongly arouse national spirit, spirit of autonomy, self-confidence, self-reliance, national pride, and aspiration for national development; closely combine national strength with the strength of the times.
The new era begins at the 14th National Party Congress. From now on, all Vietnamese people, hundreds of millions of people as one, under the leadership of the Party, will unite, join forces, make the most of opportunities and advantages, push back risks and challenges, and bring the country to comprehensive and strong development, breakthroughs and take off.
"Over the past 95 years, under the leadership of the Communist Party of Vietnam founded and trained by President Ho Chi Minh, in general, the Vietnamese people have gone through two glorious eras. Now, Vietnam is entering the third era, the era of national growth, which began with the 14th National Party Congress, marking 40 years of renovation (1986-2026)" - Professor, Dr. Phung Huu Phu emphasized.
7 strategic directions to bring the country into a new era
Prof. Dr. Phung Huu Phu also highlighted 7 strategic orientations to bring the country into a new era - the era of national advancement by General Secretary To Lam: improving the Party's leadership method; strengthening the Party spirit in building and perfecting the Socialist rule of law State of the people, by the people, for the people; streamlining the organization and apparatus for effective and efficient operation; digital transformation; fighting waste; cadres and economy.
In particular, the task of streamlining the apparatus for effective and efficient operation is very urgent. Currently, 70% of the budget is used to support the apparatus, while the work of arranging and perfecting the organization of the State administrative apparatus to be streamlined, effective and efficient, reducing focal points and intermediate levels is still inadequate, some parts are still cumbersome, overlapping between the legislative and executive branches, not really meeting the requirements of improving the effectiveness and efficiency of management. Some ministries and branches still take on local tasks, leading to the existence of a request-grant mechanism, which easily gives rise to negativity and corruption. The work of streamlining the payroll associated with job positions, improving the quality and restructuring the team of civil servants and public employees is still lacking in thoroughness.
This is one of the reasons leading to hindering development, increasing administrative procedures, wasting time and effort of businesses and citizens, and missing development opportunities for the country.
The proposed strategic policy will continue to focus on building and streamlining the organizational apparatus of the Party, the National Assembly, the Government, the Fatherland Front, and socio-political organizations to operate effectively and efficiently; streamlining the apparatus and organizing Party agencies, truly being the intellectual core, the "general staff", and the vanguard leading State agencies.
Cut down on unnecessary intermediaries, reorganize the organization in a multi-sectoral and multi-disciplinary direction. Promote decentralization and delegation of power in the direction of "local decision, local action, local responsibility" combined with strengthening inspection and supervision, clearly defining responsibilities between the Central and local levels, between local authorities, between managers and workers.
Hanoi has all the elements to take the lead in creating a new era.
After thoroughly grasping the main contents of the guiding ideology and major orientation of our Party on “New Era - Era of national rise”, Prof. Dr. Phung Huu Phu commented that Hanoi is the place that converges the most complete elements to take the lead in the cause of creating a new era. Never before has Hanoi had such favorable conditions as now to pioneer in creating a new era.
In recent times, Hanoi has done very important things. With Resolution 15-NQ/TW of the Politburo "on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045" and the Capital Law 2024, it is an important legal corridor, creating many specific mechanisms to promote the proactive role, especially the Capital Law is implemented according to the mindset of "Hanoi decides, Hanoi does, Hanoi takes responsibility".
According to Prof. Dr. Phung Huu Phu, Hanoi is implementing many points according to the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; The overall adjustment project of the Hanoi Capital Master Plan to 2045, with a vision to 2065. Along with that, the city is increasingly focusing on cultural development, focusing on fundamental innovation, administrative reform, and gradually implementing the planning, especially the transportation system. The goal of moving towards a cultured, civilized, modern Hanoi, leading in the era of national development is completely possible, all depending on the determination of the Party Committee, government and people of the capital.

Hanoi deeply and comprehensively approaches the instructions and orientations
At the conference, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong thoroughly grasped Plan No. 284-KH/TU dated November 29, 2024 of the Hanoi Party Committee on implementing the political activity "Researching, thoroughly grasping, and propagating the guiding ideology and major orientations of the Party and General Secretary To Lam on the New Era - the Era of national rise" throughout the Hanoi Party Committee.
Standing Deputy Secretary of the City Party Committee Nguyen Van Phong said that the City Party Committee has issued Plan No. 284-KH/TU dated November 29, 2024 to deploy the political activity "Research, thoroughly grasp, and propagate the guiding ideology and major orientations of the Party and General Secretary To Lam on the New Era - the Era of national rise" throughout the Party Committee. The plan clearly states the purpose, content, and requirements for deploying the political activity with levels of organization and assignment of implementation from the City to Party cells, units, and each Party member.
The Standing Deputy Secretary of the City Party Committee said that on December 4, the City Party Committee Executive Committee met and listened to the briefing, and today, key officials and Party members continued to listen to the briefing on this content. According to Plan No. 284-KH/TU, on December 16, the entire City Party Committee will hold a thematic meeting on "Researching, grasping, and propagating the guiding ideology and major orientations of the Party and General Secretary To Lam on the new era - the era of national development" guided by the City Party Committee's Propaganda Department and documents sent to Party cells before the meeting. Accordingly, the entire Hanoi City Party Committee will hold thematic meetings for 3 consecutive months (from December 2024 to February 2025).
“This is the first time the Hanoi Party Committee has directed the entire city to conduct a thematic meeting for three consecutive months on this topic. This shows that the Standing Committee of the Hanoi Party Committee has a profound and comprehensive approach to this issue. This demonstrates the responsibility of the City Party Committee,” the Standing Deputy Secretary of the City Party Committee emphasized.
Highlighting the advantages and difficulties of the City Party Committee, Comrade Nguyen Van Phong said that Hanoi is the largest Party Committee in the country, with more than 480,000 Party members and 50 affiliated Party Committees. Resolution No. 15-NQ/TU, dated May 5, 2022, of the Politburo on "Orientations and tasks for the development of Hanoi Capital to 2030, with a vision to 2045" emphasized that Hanoi must be the center, the driving force, leading and spreading to the Red River Delta region, the key economic region of the North and the whole country in all fields. In that spirit, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong suggested that the work of the Capital must be organized and implemented seriously, creatively, and closely linked to reality. In particular, the City Party Committee must be exemplary and take the lead in implementing the major policies of the Party and General Secretary To Lam on "New Era - Era of national development".
Regarding the tasks in the coming time, first of all, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong requested the entire Party Committee to seriously and deeply grasp the guiding viewpoints of the Party and General Secretary To Lam on this major policy, including effectively implementing Plan No. 284-KH/TU. Specifically, Party committees from the city to the grassroots level, each Party cell as well as each Party member must seriously and substantially grasp.
Second, we must have a clear ideology, thereby unifying perception and action, organizing implementation correctly, accurately, practically and effectively. According to Standing Deputy Secretary of the City Party Committee Nguyen Van Phong, not only cadres and party members of Hanoi but more importantly, it must spread to the masses and the whole society. In which, each party cell and each party member must play a decisive role, because this is not only a political activity within the Party but the requirement is to spread to the masses and the whole society.
Third, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong suggested continuing to promote propaganda work in various forms; organizing extensive political activities throughout the Party Committee so that each Party cell and Party member can grasp the spirit, ideology, viewpoints, and core solutions.
Regarding the tasks of press agencies, the Standing Deputy Secretary of the City Party Committee suggested that propaganda work must be lively, diverse, rich, persistent and steadfast. The city's press agencies must clearly define their responsibilities. The Editors-in-Chief are directly responsible for this content, with specific plans, closely following the grassroots.
The Standing Deputy Secretary of the City Party Committee suggested that cadres of the City Party Committee's Party Committees, affiliated Party Committees, and Party Executive Committees of communes and towns must attend meetings with Party cells, thereby listening to the thoughts and aspirations of Party members at the grassroots level, thereby advising Party Committees at all levels to adjust and supplement the meeting content in a timely manner, close to the practical situation.
Fourthly, according to Standing Deputy Secretary of the City Party Committee Nguyen Van Phong, Plan 284/KH-TU clearly stated that after the Party cell meeting, each Party member will register to develop an implementation plan; Party cells and Party committees at all levels must develop a program plan to organize implementation.
