TPO - Regarding the incident of hundreds of parents "surrounding" Tay Mo 3 Primary School on August 21, the People's Committee of Nam Tu Liem District (Hanoi) said that 524 parents wrote a petition expressing their wish to transfer their children to a new school.
What is the new position and separation?
According to the People's Committee of Nam Tu Liem district, Tay Mo ward has a rapid urbanization rate, with a current population of about 70,000 people, mainly residents of Vinhomes smart city urban area, but there are only 2 primary schools: Tay Mo and Ly Nam De.

In the 2023-2024 school year, Ly Nam De Primary School has nearly 1,500 students, Tay Mo Primary School has 2,472 students.
The People's Committee of Nam Tu Liem district has developed a project to separate Tay Mo Primary School into two schools, Tay Mo Primary School and Tay Mo 3 Primary School, to reduce the load on Tay Mo Primary School.
In the 2024-2025 school year, the district will have 4 new schools put into use, including: Tay Mo 3 public kindergarten, Tay Mo 3 public primary school, Dai Mo 3 public primary school and Tay Mo 3 public secondary school.
And up to this point, the separation of Tay Mo Primary School into Tay Mo Primary School and Tay Mo 3 Primary School has been completed.
Most of the students come from other schools.
Also according to the People's Committee of Nam Tu Liem District, implementing the enrollment plan of the Hanoi Department of Education and Training, at the time of enrollment, Tay Mo 3 Primary School had not yet completed the school's apparatus, so the People's Committee of the district directed Tay Mo Primary School to carry out enrollment work for Tay Mo 3 Primary School as well.
Specifically, the total enrollment quota assigned by route is 400, including students entering grade 1 in residential groups 7, 8, 9, 10, 11, 12 and buildings that have not yet established residential groups in the Vinhome Smart City urban area. However, due to the increase in the number of students, after the end of enrollment, there are 460 quotas. The enrollment work at the beginning of the level ensures compliance with regulations, schedules, and targets according to the route.
The remaining students were separated from Tay Mo Primary School. Thus, with 460 new students in grade 1 and the number of students in grades 2, 3, and 4 separated from the school, Tay Mo Primary School received 1,111 students to prepare for the new school year.
On August 21, 524 parents wished to transfer to Tay Mo 3 Primary School, belonging to 3 groups: Students in grades 2, 3, 4, and 5 from neighboring schools; students from other provinces and districts who have just moved to live in new apartment buildings; Students entering grade 1 this year but did not apply to the school in the 2024 enrollment period of the Department of Education and Training, and some students who have applied to other schools and now want to withdraw.
Although on the night of August 21, many parents still gathered at the school to request the school and relevant authorities to respond in writing, according to the People's Committee of Nam Tu Liem District, the current number of students at Tay Mo 3 Primary School has exceeded the prescribed quota (30 classes with a maximum of 1,050 students). Those who do not submit their applications within the prescribed time are considered to have no need.
The District People's Committee organizes propaganda and simultaneously collects information and aspirations to synthesize information, classify subjects, count numbers, report to leaders and advise on solutions according to current regulations.
On the morning of August 21, hundreds of parents gathered in front of the gate of Tay Mo 3 Primary School to request clarification on enrollment information for the new school year because the newly established school announced that it had met its enrollment quota while students in the ward had not been notified.
On the evening of August 21, the Principal of Tay Mo 3 Primary School, Ms. Nguyen Thi Hang, met with parents to answer questions related to enrollment for the new school year. Many parents asked questions and questioned the school about the enrollment plan; enrollment conditions, whether enrollment would continue or the enrollment quota was full, and requested that the list of students who had been admitted to the school be made public.
