From 9:10 a.m. to 3:00 p.m. on November 7, the National Assembly will question the heads of the fields of internal affairs, security and order, inspection, court, prosecution, and audit.

In a report to the National Assembly, Minister of Public Security To Lam said that from October 2022 to September 2023, there were 48,100 crimes against social order nationwide, killing 1,200 people and causing property damage of about 13,200 billion VND (an increase of nearly 460% over the same period). The groups of crimes with a high proportion are murder, intentional injury, child abuse; robbery, theft, fraud. Among these, debt trading, debt collection for extortion; and fraud in cyberspace emerged.

During the above period, there were 5,700 crimes related to economic management order, nearly 800 crimes related to corruption and positions. The main areas were vehicle inspection; driver training and testing; public asset management, bidding, auction; finance, banking; securities, corporate bonds.

Regarding the court sector , Chief Justice of the Supreme People's Court Nguyen Hoa Binh said that in the first 9 months of 2023, the courts have announced the recovery of money and assets in 147 cases with 490 defendants in economic and corruption cases. The total amount of money and assets recovered is more than 1,200 billion VND.

From October 2020 to the end of June 2023, the courts accepted 1.45 million cases and resolved 1.28 million, reaching 88%. The rate of judgments and decisions annulled or amended due to subjective reasons by the courts every year always meets the National Assembly's target. The trial of criminal cases "ensures strictness, correct people, correct crimes, and no cases of wrongful conviction of innocent people or omission of criminals have been discovered".

Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry has implemented synchronous solutions to streamline the state administrative apparatus, making it operate effectively and efficiently. Compared to 2015, the country has reduced more than 27,500 civil servant positions (equivalent to 10%) and nearly 236,400 public employees receiving salaries from the budget. The civil servant team has also been gradually restructured and assigned clear job positions, suitable to their qualifications and abilities.

Regarding the situation of officials avoiding and shirking responsibility, the Ministry of Home Affairs said that this is a reality occurring in a number of ministries, agencies, localities and a number of officials and civil servants, including leaders and managers. This situation occurs in public investment, bidding, land management, healthcare, construction, handling investment procedures, business production for enterprises, and providing public services to the people.

From 3pm on November 7 to 9:30am the following day, the National Assembly will question the following areas: science and technology; education and training; culture, sports and tourism; health; labor, war invalids and social affairs; information and communications .

Deputy Prime Minister Le Minh Khai, when answering questions on the afternoon of November 6, admitted that some targets have not been met and that efforts need to be made in the coming time, such as the proportion of spending on science, technology, education and training, culture and society.

According to current regulations, Vietnam must allocate 20% of total budget expenditure for education and training. The actual annual average allocation is about 14.7%; the public investment plan also allocates about 3.7% of development investment expenditure for education.

"The Government determines that investment in science and technology, education and training, and social culture is investment in people and investment in the country's sustainable development, so it will pay attention to allocating resources for these areas," said the Deputy Prime Minister.
