Vietnam-China Auditing Strengthens Cooperation

During a working trip to China, on the afternoon of March 17, the State Audit delegation of Vietnam led by State Auditor General Ngo Van Tuan had a meeting with State Auditor General of China Hou Kai.

At the meeting, Auditor General of China Hou Kai welcomed the delegation of the State Audit of Vietnam to visit and work with the State Audit of China.

2025 marks the 75th anniversary of the establishment of diplomatic relations between Vietnam and China , creating further momentum for the two sides to continue promoting cooperation in many areas, including public auditing.

The Auditor General of China introduced the reform of China's auditing system. Accordingly, the Central Audit Commission was established with President Xi Jinping as Chairman, helping to improve the effectiveness of auditing work in overcoming weaknesses and clearly promoting the role of public auditing.

The audit agency has closely coordinated with the inspection, discipline and organization agencies, creating a smooth supervision work. Currently, one-quarter of provincial/ministerial level cases in China originate from the findings of the State Audit of China.

In addition, the State Audit of China has also changed its auditing perspective, focusing on four key areas: auditing the implementation of important state policies; supervising financial and economic violations; preventing major risks related to the economy; and auditing the social security sector, including old-age care, health care, employment, and misappropriation of social security funds.

State Auditor General Ngo Van Tuan thanked the State Audit of China for the thoughtful reception and highly appreciated the effective cooperation between the two agencies in recent times.

The two sides have maintained good experience sharing activities, especially annual joint seminars with important topics, closely following international auditing trends.

On this occasion, the State Auditor General of Vietnam congratulated the State Audit of China on continuing to hold the position of ASOSAI Secretary General for the 2024-2027 term and appreciated the active support of the State Audit of China during Vietnam's tenure as ASOSAI Chair for the 2018-2021 term. At the same time, the State Audit of Vietnam expressed its desire to continue receiving support and close coordination when assuming the role of a member of the ASOSAI Audit Committee for the 2024-2027 term.

The State Auditor General of Vietnam also congratulated the reforms of the State Audit of China, especially the establishment of the Central Audit Committee, which has helped to enhance the role, position, effectiveness and efficiency of auditing of public finance and assets. The State Auditor General of Vietnam introduced the State Audit of Vietnam, with four main tasks: auditing financial reports and annual state budget settlements; providing opinions on key national projects; serving the supreme supervision of the National Assembly and contributing to the prevention and fight against corruption and waste.

The two sides agreed to continue to further promote the cooperative relationship, meet the increasing requirements of public auditing activities, in line with the Comprehensive Strategic Cooperative Partnership between Vietnam and China, focusing on increasing the exchange of delegations at the leadership and professional levels; promote experience sharing through seminars and workshops, especially on IT auditing, big data, environment and anti-corruption; continue training programs, scholarships and short-term courses; consider coordinating parallel auditing or joint auditing on sustainable development; and strengthen cooperation within the framework of ASOSAI and international auditing forums.

After the talks, witnessed by Vietnamese Ambassador to China Pham Thanh Binh, the State Auditors General of the two countries signed the fourth Memorandum of Understanding on Cooperation (first signed in March 2004 and re-signed in October 2013 and July 2019), continuing to create a solid foundation for expanding and improving the effectiveness of bilateral cooperation.

This Memorandum of Understanding will promote the exchange of experiences, coordination of research and organization of professional training programs to enhance auditing capacity.

The signing ceremony of the fourth Memorandum of Understanding on cooperation between the State Audit of Vietnam and China was witnessed by Vietnamese Ambassador to China Pham Thanh Binh.

After the signing ceremony, the State Audit of Vietnam and the State Audit of China co-organized the seventh Joint Workshop with the theme “Digital Transformation in Auditing and Thematic Auditing”. At the Workshop, delegates from both sides exchanged experiences and practices in applying digital transformation in auditing.

The workshop is an important forum for both sides to share practical experiences in the field of public auditing, especially modern auditing methods, information technology applications and big data auditing. The active and open sharing of the two agencies' officials in today's workshop will bring a lot of useful knowledge and practical experiences to both sides.
