In February, in addition to carrying out socio-economic development tasks, the Party Executive Committee of the Provincial People's Committee and the Provincial People's Committee, all levels and sectors proactively and determinedly implemented the tasks in the set plans and programs.
In addition to taking good care of the people's material and spiritual lives, ensuring that everyone and every family has a Tet holiday; cultural activities and festivals during the Giap Thin Lunar New Year take place vibrantly, imbued with national identity, ensuring a civilized lifestyle.
In addition, the province has focused on implementing tasks after the Lunar New Year holiday, ensuring timely service to all requests of people and businesses. Tourism activities continue to be promoted.
During the 7-day Lunar New Year holiday, the whole province is estimated to welcome 596,000 visitors, an increase of 50.1% compared to the 2023 Lunar New Year, including over 115,000 international visitors, 3.9 times higher than in 2023.
Revenue reached over 850 billion VND, an increase of 54.5% compared to the 2023 Lunar New Year. Ninh Binh province is in the top 5 most popular tourist destinations in the country; especially ranking 2nd in the country in terms of the number of international visitors, just after Da Nang city. In the first 2 months of the year, the number of visitors reached nearly 2,714.5 thousand, an increase of 16.6% over the same period.
Industrial production of enterprises in the province has shown signs of recovery, however, some products such as cement and automobile assembly are still facing difficulties.
In addition, February coincided with the Lunar New Year holiday, most businesses were closed for Tet, so the industrial production value reached VND7,268.9 billion, down 3.4%. The accumulated value in the first two months of the year reached VND15,906.5 billion, up 4.9% over the same period last year.
Agricultural production in February took place in relatively favorable weather conditions, the whole province completed the winter-spring rice planting within the best time frame. Implementing the Tet tree planting festival and responding to the program of planting 1 billion green trees, the whole province planted 101.8 thousand scattered trees.
Total export turnover in February reached nearly 271.6 million USD, up 17.7% over the same period. Export items with a fairly high increase were clothing, footwear, electronic components, etc.
Total state budget revenue in the first two months of the year reached VND3,165.6 billion, reaching 17% of the estimate, up 30.9% over the same period last year.
Despite difficulties in investment promotion, in February, 8 projects were attracted, an increase of 7 projects compared to the same period; 10 projects were granted adjusted investment registration certificates; total registered capital (including newly registered and adjusted capital) was 2,266 billion VND, an increase of 7.46 times compared to the same period.
State management tasks on planning, land, resources and environment are promoted; site clearance and implementation of key projects are focused on and accelerated. Cultural and sports activities are widely organized with many forms and rich content.
Education quality is enhanced. Notably, in the national high school excellent student selection exam for the 2023-2024 school year, Ninh Binh province ranked 6th nationwide in terms of the percentage of students winning prizes.
At the conference, delegates focused on reviewing the goals and tasks of the month, proposing solutions to effectively implement the socio-economic development tasks of March and the whole year of 2024.

Concluding the conference, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, highly appreciated the spirit of concentration, proactiveness and determination of agencies, units and authorities at all levels right from the first months of the year.
Regarding the upcoming tasks, the Chairman of the Provincial People's Committee emphasized: Up to now, the provincial planning has been approved by the Prime Minister, this is an important legal basis for us to shape development in the coming time.
Therefore, the Department of Planning and Investment is requested to advise on the implementation of the planning announcement and develop an implementation plan to submit to the Prime Minister for approval. The provincial press and news agencies should study step by step and provide complete information about the planning to create consensus and unity among cadres, party members and people.
Along with that, districts, cities and sectors, based on provincial planning, review regional and district planning to adjust in accordance with provincial planning.
Regarding the field of investment planning, the Chairman of the Provincial People's Committee requested districts and cities to balance sufficient district-level counterpart budgets for projects supported by the provincial budget to ensure implementation progress.
In addition, continue to work with businesses to focus on removing difficulties, promoting production; promote solutions on budget collection and auctioning land use rights.
The Chairman of the Provincial People's Committee also requested the Department of Natural Resources and Environment to promptly complete the project on surveying, complete cadastral records and handle existing issues on land allocation, land use right certificates after implementing new rural construction projects so that the Provincial People's Committee and localities can discuss and reach consensus.
Departments, branches, districts and cities closely follow the contents to develop a project to rearrange administrative units at district and commune levels; a project to rearrange job positions. Focus on plans to ensure safety in fire prevention and fighting; pay attention to promoting thrift practice and anti-waste from the beginning of the year.
