National online conference on implementing the National Target Program for the period 2021 - 2025

(LĐ online) - On the afternoon of March 31, the Central Steering Committee for National Target Programs (CTMTQG) for the 2021 - 2025 period held a national online conference chaired by Deputy Prime Minister Tran Hong Ha.

According to the report of the Ministry of Finance, out of 9 groups of national target programs for socio-economic development in ethnic minority and mountainous areas, 6 target groups have been completed. The national target program for sustainable poverty reduction by the end of 2024, the multidimensional poverty rate is 1.93%, the poverty rate in poor districts is 24.86%, the poverty rate of ethnic minority households is 12.55% (a decrease of 3.95%), achieving the target assigned by the National Assembly and the Government. By March 2025, the national target program for new rural construction has 78% of communes meeting new rural standards, reaching 97.5% of the target for the period 2021 - 2025. 6/15 districts are out of the list of districts with "no new rural communes"; 47.6% of district-level units meet new rural standards; 6 provinces completed the new rural tasks, reaching 95.2% and 40% of the targets for the 2021 - 2025 period, respectively.

It is estimated that by March 31, 2025, the disbursement rate of central budget capital for the National Target Program on socio-economic development in ethnic minority and mountainous areas will reach 12.8% (over VND 1,607.6 billion); sustainable poverty reduction will reach 15.1% (over VND 511.8 billion); new rural construction will reach 21.7% (nearly VND 1,717.7 billion). In particular, regular funding disbursed by February 28, 2025 will reach 1.8% (over VND 323.6 billion).

In Lam Dong, the Department of Finance's report said that by the end of 2024, the whole province will have 111/111 communes meeting new rural standards; 41 advanced new rural communes; 16 model new rural communes; 7 district-level units meeting new rural standards including: Don Duong, Duc Trong, Da Teh, Cat Tien, Lam Ha, Da Lat City and Bao Loc. The multidimensional poverty rate of the whole province is 2.36% (down 0.8% compared to the end of 2023). Of which, the multidimensional poverty rate of ethnic minorities is 6.25% (down 2.5% compared to the end of 2023).

The goal is to strive by the end of 2025 for the whole province to have 106/106 communes meeting new rural standards; 45/106 communes meeting advanced new rural standards; 16/106 model new rural communes; 10/10 districts/cities meeting new rural standards/completing the task of building new rural areas. At the same time, reduce the poverty rate in ethnic minority and mountainous areas by about 2-3%/year; ensure capital support for 100% of poor households, near-poor households, and households escaping poverty to develop production and business...

At the conference, leaders of the Ministry of Agriculture and Environment, Ministry of Ethnic Minorities and Religions, Ministry of Public Security, Ministry of Construction, Ministry of Home Affairs, Vietnam Bank for Social Policies, Vietnam Fatherland Front Central Committee, Vietnam Farmers' Association Central Committee, Khanh Hoa, Kon Tum, Quang Binh, Cao Bang and Gia Lai provinces presented the achieved results, analyzed the difficulties and problems in the period of 2021 - 2025, proposed solutions and recommendations to achieve higher targets in the 3 National Target Programs on socio-economic development in ethnic minority and mountainous areas, sustainable poverty reduction and new rural construction in the coming time.

Attending the event in Khanh Hoa province, Deputy Prime Minister Mai Van Chinh acknowledged the efforts of ministries and localities in successfully implementing the three National Target Programs for the 2021-2025 period; at the same time, emphasized the key tasks and solutions in the coming time.

Accordingly, the provinces need to strengthen the Steering Committee, proactively propose to improve the new rural criteria when terminating the district-level tasks, assigning tasks to the commune-level tasks, speeding up the disbursement of investment capital, and ensuring the continuous implementation of the National Target Programs.

Concluding the conference, Deputy Prime Minister Tran Hong Ha agreed with Deputy Prime Minister Mai Van Chinh's assessment of the achievements of ministries, branches, provinces and cities nationwide in implementing the above 3 National Target Programs for the period 2021 - 2025. Thereby, identifying obstacles and difficulties, analyzing the causes to have solutions to effectively and practically use investment capital for each National Target Program.

Specifically, the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas accounts for 85% of the total number of poor households; the Sustainable Poverty Reduction Program, the Elimination of Temporary and Dilapidated Houses, needs to prioritize policy beneficiaries and meritorious people; the New Rural Development Program needs to summarize typical communes to develop criteria for improvement. The governing ministries continue to develop and clearly define the tasks of each National Target Program, each program is a spearhead, avoiding duplication and overlap.

In particular, building a national database will help the National Target Program Steering Committee to direct and implement the 3 National Target Programs more effectively in the coming time.
