Tourism developed strongly, the quality of tourism services was increasingly improved. The total number of visitors to tourist attractions in August reached 327 thousand, up 5.4% over the same period; accumulated in 8 months reached 5.2 million visitors, 2.1 times higher than the same period. Revenue from tourism activities in 8 months reached more than 4,640 billion VND.

Total state budget revenue in the first 8 months reached over VND 9,860 billion, reaching 44.1% of the estimate, equal to 60% compared to the same period last year; Total development investment capital implemented in August 2023 reached VND 2,540.2 billion, down 1.6% compared to the same period in 2022; accumulated in the first 8 months of the year reached VND 19,090.6 billion, down 4.0%.

The work of ensuring social security has been directed with attention. The province has received, assessed and resolved 193 cases of people with revolutionary contributions and their relatives to receive subsidies in accordance with regulations; has started to build new houses and repair houses for 475 poor households according to Resolution 43 of the Provincial People's Council, reaching 95% of the plan.

During the month, the Workshop "Defining Ninh Binh identity associated with building local brands" was successfully organized, thereby evaluating and defining the unique identity values of Ninh Binh province, serving as a basis for research and proposing specific solutions, mechanisms and policies, contributing to the implementation of the province's goal of rapid and sustainable development.

The Health sector has been proactive in disease surveillance, medical examination and treatment has been maintained and improved in efficiency, ensuring to meet the people's needs for medical examination and treatment. The province has focused on organizing the implementation of the arrangement of administrative units at district and commune levels in the province for the period 2023-2030. In their discussions at the conference, delegates focused on clarifying the achievements of the Department, industry, and locality, difficulties, challenges, shortcomings, and proposed many solutions to achieve the 2023 growth target of 7.5%.

Focus on completing the provincial planning dossier, in parallel with accelerating the implementation of other important plans to ensure timeliness and synchronization; speed up the implementation and disbursement of public investment capital, especially key and important projects of the province.

Delegates proposed to focus on implementing drastic and synchronous solutions and measures on State budget collection, tighten control of budget expenditure; regularly monitor budget collection and expenditure scenarios to promptly direct and operate effectively, in accordance with the actual situation and meet the requirements of implementing the socio-economic development goals of the province. The work of implementing the arrangement of administrative units at district and commune levels must ensure consensus and unity among cadres, party members and people.

The delegate also suggested that in performing assigned tasks, it is necessary to further enhance the sense of responsibility, dare to think, dare to do, dare to take responsibility, not avoid and advise on effectively solving problems from the grassroots to completely resolve difficult and stuck tasks.

For Ninh Binh province, although August showed signs of recovery in manufacturing sectors, industry and budget collection are still two areas with dark colors in the economic picture. However, from the beginning of the year, the Party Committee of the Provincial People's Committee, the leaders of the Provincial People's Committee and members of the Provincial People's Committee have been persistent and unified with the growth target and have assessed and correctly recognized that the growth drivers for 2023 are the service and agricultural sectors.

Therefore, since the beginning of the year, the growth rate of service industries has made a breakthrough with a growth rate of nearly 40% over the same period, revenue from tourism reached over 4 trillion VND; the agricultural sector has truly become a pillar for economic development, especially the aquaculture sector has had high growth, up 4.2% over the same period...

These economic sectors have made important contributions to the province's economic growth rate since the beginning of the year. Ninh Binh, compared to the provinces in the Red River Delta and the whole country, is still a bright spot in terms of growth. This gives us a view of sustainable growth and confidence in the set policy goals.

The Chairman of the Provincial People's Committee also frankly acknowledged some existing problems, analyzed the difficulties affecting the growth rate of each industry and sector. From there, he requested that all sectors and levels continue to be highly determined and concerned to find solutions to overcome difficulties. For cultural and social fields: It is necessary to focus on promoting the socialization of non-budgetary investment issues in the fields of health, education, etc. However, during the implementation process, it is necessary to strictly control the quality, not to chase after quantity and lose control of the State management agency, leading to quality not meeting the requirements.

Regarding the arrangement of administrative units, the province will establish a Working Group to regularly handle unexpected and arising issues; the merger plan will be carefully considered before being disseminated to the people for understanding.

The Department of Planning and Investment should promptly complete the Provincial Planning to serve as a basis for planning long-term development strategies for the entire province as well as sectors and localities; Based on the results of the Scientific Workshop "Defining Ninh Binh identity associated with building local brands", all levels and sectors need to promptly develop implementation programs, ensuring accuracy, demonstrating uniqueness, prominence, and feasibility for effective implementation.

In addition, the province has recently issued many new policies and guidelines. The Chairman of the Provincial People's Committee also requested the People's Committees of districts and cities to develop implementation plans to avoid taking advantage of policies and violating the law.
