Are principals and vice principals allowed to teach extra classes?

In addition to teaching regular classes, many teachers teach extra classes to increase their income. So are those who take on the positions of principal or assistant principal allowed to teach extra classes?


Issues surrounding tutoring activities have never stopped being "hot" in discussions with many concerns raised over the past time.

Are principals and vice principals allowed to teach extra classes?

Article 4, Circular 17/2012 of the Ministry of Education and Training clearly stipulates cases where extra teaching is not allowed. Specifically, extra teaching is not allowed for students who have been organized by the school to study 2 sessions/day and extra teaching is not allowed for primary school students, except for the following cases: training in arts, physical education, and life skills training.

Universities, colleges, vocational schools and vocational training schools are not allowed to organize extra teaching or learning of content according to the general education program. Teachers who are receiving salaries from the salary fund of public service units are also not allowed to organize extra teaching.

The document also stipulates that it is not allowed to organize extra teaching and learning outside of school, but it is possible to participate in extra teaching outside of school; it is not allowed to teach extra teaching outside of school with students that teachers are teaching in the main curriculum without permission from the head of the management agency.

Thus, up to now, there is no regulation prohibiting principals and vice principals from teaching extra classes. Therefore, principals and vice principals are still qualified to teach extra classes, but must meet the teaching quota.

The draft circular regulating extra teaching and learning being developed by the Ministry of Education and Training also stipulates that vice principals or deputy heads are still allowed to participate in extra teaching but must comply with the requirements as prescribed. If this draft is approved and issued, it will replace Circular No. 17/2012 on extra teaching and learning currently in effect.

Teaching hours with principal and vice principal

Clause 1, Article 7, Circular 28/2009 of the Ministry of Education and Training stipulates: Principals and vice principals of general schools have the responsibility to teach a number of lessons to grasp the content, educational program and learning situation of students in order to improve the effectiveness of management work.

The standard teaching hours/year for the principal is calculated as: 2 hours/week x number of weeks for teaching and educational activities according to regulations on the school year schedule;

The teaching period norm/year for vice principal is calculated as: 4 periods/week x number of weeks for teaching and educational activities according to regulations on the school year schedule.

Principals and vice principals of general schools and university preparatory schools are not allowed to convert the reduced teaching hour quota regime to concurrent positions in place of the teaching hour quota prescribed in this Circular.
